For a long time,China 's dual land management system had caused huge differences in land use conditions between urban and rural areas.Urban construction land sprawl relied on land expropriation,while the circulation of rural homestead and collective construction land are strictly forbidden.With the accelerated speed of rural labor migration and citizenization,rural population decreased sharply,and the explosion of urban population bring continuous press on the demand for public infrastructure construction land,which had led to imbalance between supply and demand for urban construction land.While,rural construction land did not decrease accordingly,and it is a common phenomenon that farmers who realize their citizenization still posess homestead.Thus,with the shortage of urban construction land,rural homestead have rather low use efficiency because of they are unused and wasted.Otherwise,traditional land expropriation system face up with cost raised and social conflicts intention,thus it has to be changed.So it can improve rural land use efficiencies and solve the problem of urban construction land shortage if reasonable guidance of rural homestead exit can be implemented based on farmers' willingness.It also promotes the development of urban and rural areas as a whole and the new rural construction,the urbanization and regional economic development is of great significance.Of rural housing land related research by scholars of carding,analysis since the founding of the evolution of China's rural homestead system,evaluate the current land system characteristics,summarizes the necessity of the system of rural homestead exit and exit barriers of the path.To build from the perspective of function of land farmers rural homestead exit will influence factors,and the land from the theoretical analysis of the factors which influence.On the basis of field survey data of yancheng,Logistic model is established for the homestead exit intend to empirical analysis,the factors which irnfluence on the results of the analysis it is concluded that the homestead exit policy implications.Conclusion in this paper:(1)"one household one curtilage" and "identity" policies do not conform the stipulation of "inheritance law" and "property lawl,damage to the property rights and interests of farmers,land system reform is desirable.(2)the homestead as a retreat to the object of behavior,its function is one of the important factors affecting rural homestead exit decision.Among them,the living function is a homestead is the most basic functions;Social security function is the homestead derivative function;Balance funetion is the result of the homestead function change,complied with farmers appeal to the function of the homestead;The ethical function is the inner demand of subjective spiritual homestead.(3)the Logistic model analysis results show that the homestead farmers quit intention and occupancy rate,the building area,building structure,land utilization and land expected sale price has a negative correlation relationship;Urban housing situation,non?agricultural vocational stability,neighborhood frequent exchanges and leisure entertainment city substitution degrees have positive correlation.We have following policy implications according to the results.Firstly,the government should promote the integration of urban and rural household registration system,and complete the migrant workers housing security system,to abate the homestead housing safeguard function for farmers.Secondly,the high cost of land reqruisition because of land asset appreciation should be changed.The government should introduce market mechanism to rural land markets.Thirdly,weakening the social security function of homestead and give way to the function of land assets,moreover,allow farmers to own the rights of possession,utilization,income and complete disposition.Fourthly,the integration of urban and rural construction should be strengthened to balance the development of urban and rural integration.
