With the rapid development of society, privately-owned medium & small sized enterprises have become an important component part of the socialist market economy, an important guarantee for China’s economic growth, tax revenue, employment and other issues. However, the high grass-roots staff turnover rate has seriously restricted the development of China’s privately-owned medium & small sized enterprises. Now, many privately-owned medium & small sized enterprises have not realized the importance of human resources management. Compared with foreign enterprises, large enterprises and state-owned enterprises, they do not have the advantage in personnel competition.The survey include junior officers personal property and job attributes(gender, age, education level, working time, departments, etc.),which attribute grassroots work differences staff turnover, and using single-factor analysis to compare different personal attributes.The reasons for the departure generally fall into three categories: personal factors, enterprise factors and social factors. And the enterprise factors that led to the most basic, the most direct factors of staff turnover is the only one which can be controlled by effective measures by enterprises. Through questionnaires and interviews to collect data,reviewing a lot of relevant literature, Binding targets consistent theory, equity theory and Maslow’s hierarchy of needs analysis, I find the main problem lies in the recruitment, payment, occupation development plan.For the above problems, the author tries to put forward the countermeasures and the security measures, to ensure that the new human resource management system can effectively implement. This study is in order to stabilize the junior officers, study on the turnover intention comprehensively. But the investigation on turnover intention were treated with a single, easy to cause the instability,in future research according to the related theory, the multiple problems to investigate it from different angles, to improve the reliability of the results.2015 is the most crucial year for Ocean`s export upgrading and transformation. I hope this study can help the company solve the problem of the high rate of grass-roots staff loss, and establish a learning oriented corporate culture, so employees and enterprises could achieve win-win.
