With the macroscopic background growing urbanization, the housing acquisitioncompensation activities on the state-owned land at any region all over our country ishaving already been one of the hot topics nowadays. When it comes to thephenomenon, not only coming up with the specific requirements of this section in theeighth round Third Plenary Session of deepening the reform objectives, but alsoexisting the relevant theoretical and practical background and even actual researchneeds, therefore, this article integrate behavioral sciences of this new perspective indepth analysis and discussion of the activities, and in order to deepen knowledge andunderstanding and even continue to improve the actual levy compensation activities,which will have an important significance to effectively protect the legitimateinterests of the parties and to facilitate the construction of harmonious society.On the basis of definition of relevant concepts and in-depth analysis related totheories and knowledge, first and foremost, analysis of housing acquisitioncompensation activities on the state-owned land under the behavioral sciencesperspective, and acknowledge that it has systemic features, which is mainly consistedof the interrelated and mutual restraint goals, systems, resources, personnel, structures,processes, and cultural elements. The activities still have many problems, such as theinstitutional convergence conflicts, narrow range and low standard of compensation,indefinite and unspecific processes or deficiency, magnify goals, amplification of thelocal power on the structure, with a single method of compensation on resources,forced moving in disguise form on personnel at forth, which have made the activitiesbeing in the condition of disorder, deviation from goals, and continuous disputes withrights and interests in reality. And in-depth analysis of the causes of these problems atthe same time, thinking that except for the lack of cognition to the systematic featuresof the activities, and the insufficient attention to convergence of systems andefficiency of legislative updates, there is a most important reason to account for it isthe source of power and the behavior regularity for different actors based on thebehavioral sciences—result from getting more kicks than halfpence and proceedinggame with the relevant participants for the sake of their own profits and losses.In addition, as the most direct stakeholders, the being imposed people going infor game in the most fundamental starting point is discontent with the acquisition compensation value, while which is the main content of the compensation value of theimposed house. According to what have been discussed above, then this context willanalysis the consist of complete market value of the expropriated houses and theirquantization patterns in order to making up for the being imposed people’s equitylosses. It is deemed that complete market value of the expropriated houses is consistedof real estate value, forced to increase in the social costs and future value of thedeveloping right gains premises. At this point, the content of equity losses are mainlyderiving from the social life, psychological, employment opportunities, protection ofthe right to dwell, neighborhood relations, emotional and aesthetic value, and addedvalue of the right to future development.Furthermore, according to the fact of acquisition compensation activities causedby the construction of No.1subway in Nanchang, Jiangxi, combining with the way offield investigation to obtain relevant information for the empirical analysis, then thefindings indicate that those who being imposed are different types in the same areahave a great distance between each other of the compensation for acquisition, and therealistic market compensation price compare to the complete market value systemestablished during this paper still exists a big gap, namely they incurs losses in equityimpose more severe.Last but not least, putting forward some suggestions to improve the currentsituation from the various aspects of the constituent elements of the housingacquisition compensation activities on the state-owned land, thereby to facilitate theachievement of the complete market value of the expropriated housing compensation,mainly including optimization on system, behavioral and psychological guidance onculture, systematic and standardization on process, clarity the responsibilities ofrelevant actors on personnel and structural, clear and definite the connotation ofpublic interest and balance the personal interests and losses on goals, and theneffectively to protect the legitimate rights and interests for the being imposed people.
