Fuxin city, Liaoning province, is within the scope of China’s northeast region, the urban transformation behalf of the city, in today’s21st century, Fuxin City has entered a period of rapid economic development, and therefore, from2000to2006within the number of floating population grew rapidly from20million to80million, from the rapid growth rate of the floating population in Fuxin city view, not only to the government’s management of Fuxin city’s affordability and caused a challenge, but also for the social and economic development in Fuxin provide fresh vitality, so we enhance the liquidity of the population in Fuxin city management, and research is essential in order to come up with a new floating population management model, the new system and the new mechanism, in the process of social and economic development, so that migrants play a more active role in it as well as its practical significance.In this paper to obtain information from the actual survey, by tracing the flow of population trends Fuxin and its basic characteristics, in this basis, first by the floating population service and management theories (eg:new public management theory, social class theory, service-oriented government theory) were studied, with emphasis on the status of the floating population in Fuxin city services and management analyzes and description, and then learn from foreign countries (such as:the advanced experience of the United States, Japan, France) then, on urbanization in Fuxin floating population service and management has made specific points countermeasures.
