Commercial bank is an important subject in the economic system of our country, the position is very important. As China’s reform and opening up, join the WTO and open foreign bank development policy, in Dec.2006China government began to implement the comprehensive opening to foreign policy, the domestic banking competition pressure is more serious.On the other hand, the global economic crisis, leading to a lot of entity economy to shocks, these cases are serious highlights the commercial banks "high risk" and "risk of infectious" characteristics. Research has shown that, banking crisis and recession will last longer, resulting in a greater loss of. Therefore, in this economy crisis, commercial bank management capabilities to further enhance the management of commercial bank management ability, improve the efficiency of management.Therefore, strengthening the research on evaluation index system and evaluation method of the competency of commercial bank middle managers, to enrich the theory of modern commercial bank management and evaluation mechanism, improve the Bank of middle management staff competency, is of great theoretical and practical significance.Review and comparison of the related article in the performance of domestic and foreign evaluation theory, it competency concepts and models were discussed, taking Fu’xin city commercial banks as the research object, the needle performance to existing performance evaluation in middle management problems and deficiencies, holds that the guide into the competency concept, establish the middle management competency force model based performance appraisal system is necessary and feasible. Based on the principles and framework of experts and scholars to construct competency model, through the questionnaire to obtain competency evaluation index of general check, middle managers to build the competency model, and on the basis of the competency model of middle manager performance appraisal system.Research and application of the performance appraisal system of performance evaluation of Commercial Bank of X city middle managers of this paper, and the results obtained performance appraisal experts, banks and other related personnel recognition of leadership. This article has carried on beneficial exploration for the middle management staff performance appraisal system, with a view to middle management staff performance appraisal and the middle management competency level benefits.
