Urbanization is not only the social changes which will experience in the development of various countries, but also an important indicator to measure modernization. However, environmental problems resulting from the urbanization need to pay more attention. The economy development of Guangxi, Yunnan and Guizhou (hereinafter referred to as the GUI Dian Qian) regions is now in the critical period of industrialization and urbanization, which economic development highly depends on the energy input. The urbanization speed, scale, method and the long-term evolution process relies on the energy consumption. Infrastructure investment has great influence on carbon emissions and the energy, resources and environmental problems have become the main problem that restricts the sustainable development of Urbanization in Gui Dian Qian regions. During promoting the urbanization process, adjusting and upgrading energy and industrial structure and developing low carbon economy become the necessary choice. Therefore, studying on the effect between urbanization and carbon emissions and exploring how urbanization affected by carbon emissions provide an important basis for the relationship between carbon emissions in western less-development regions and urbanization. So that to facilitate a better understanding and thinking about the problem of global warming, and promote the sustainable development of less developed regions urbanization in western. And then, it can provide the theory basis for the government to formulate policies to deal with climate change.The main content of this paper is to draw on existing research results, combined with the development of urbanization status in Gui Dian Qian and the present situation of energy consumption and carbon dioxide emissions, to study the effect of urban Gui Dian Qian regions mechanism of carbon dioxide emissions through theoretical analysis and empirical analysis of two aspects. We use panel data of Gui Dian Qian area to explore the relationship between the urbanization, energy consumption and carbon emissions by using the econometric method.The main research framework is that, firstly, the paper introduces the current situation of the development of urbanization in Gui Dian Qian regions, and according to each region energy consumption data, measure carbon emissions and analyses the regional difference. Carbon impact is not direct in urbanization way, but through various indirect means the impact of energy consumption and carbon emissions. Therefore, from the theory of mechanism to analysis how does affect energy consumption and carbon emission, and how does to urbanization indirect effects on carbon emissions in terms of changing carbon sequestration effect by changing land use in urbanization process,and promoting and upgrading industrial restructuring by economic growth effect of investment and economic structural changes, and improving the efficiency of energy use and energy consumption structure, and changing consumer habits. Then, using STIRPAT data model between2000and2011in Gui Dian Qian run empirical research, found that urbanization on carbon emissions showed an obvious positive correlation, and regression analysis of the impact of changes in the use of industry research on carbon emissions. Finally, according to the results of the empirical analysis, put forward the related policy suggestion.Through the study of empirical data in the model, the mainly draw the following conclusions:(1) In Gui Dian Qian regions, factors of level of urbanization disposable income of urban households, the total population and energy intensity have positive effect on carbon dioxide emissions.(2)The elastic coefficient is0.793of the urbanization level to carbon emissions, which means urbanization rate increase by one percentage point will cause the carbon emissions increased an average of0.793percentage points, and another means the urbanization rate increases faster than the growth rate of carbon emissions.(3) In sub-region way, considering the total population apart from other factors, population is the greatest impact on carbon emissions, that in recent years, due to the relax the on population control, effect of demographic dividend starts to highlight.(4) From the change of industrial structure, in Guangxi, Yunnan and Guizhou, the coefficient of first industry and the second industry ratio, and third industry and the second industry ratio are negative, which means the industrial structure and carbon emissions have significantly the negative correlation, increase the proportion of tertiary industry, reducing the proportion of secondary industry contributes to carbon emissions, more in line with the actual development needs, compared with the existing literature research results.On the basis of the empirical research, suggestions are as follows:to promote the urban industrial structure adjustment; limit the high carbon industry development; encourage the rise of high-tech and low carbon industry; encourage the use of clean energy and renewable energy; improve energy efficiency; promote the construction of low carbon energy system; energy system optimization; government guidance and market mechanisms through the dual role, guiding people to practice low-carbon consumption; encourage travel by public transportation; reduce the use of cars to promote transportation of low-carbon development; achieve carbon reduction traffic system, strengthen communication and coordination, use of regional strengths and other aspects of the development of low carbon urbanization.
