In the process of our economic development, foreign-funded enterprises have madesignificant contributions to China’s economy. However, some foreign enterprises haveonly indulged in earning more money by taking advantage of our nation’s preferentialpolicies but neglected its social responsibility. So, local governments are activelyresponse to the sustainable development strategy and put forward various measures topromote the development of corporate social responsibility, allows businesses to betterfulfill the social responsibility for the social welfare, make a significant contribution tothe people’s livelihood.Foreign companies carry out their social responsibility, mainly depends on theirwillingness to their ability. Due to a shortage of power for the market mechanism topromote corporate social responsibility, corporate social responsibility need toenterprises for the implementation of the "self-discipline" and "heteronomy" mechanismof the government, the government in promoting corporate social responsibility pathplays an important role in the government guide and encourage enterprises to fulfill thesocial responsibility of the role of is especially important.In this article, we define the meaning of corporate social responsibility, list thereference of foreign government in promoting the role of corporate social responsibilityand the classic model, analyzing with Suzhou government’s achievements for promotingthe Taiwan-owned enterprise society responsibility, and put forward the measurement ofthe government in promoting corporate social responsibility including culturalconstruction to improve people’s livelihood for creating harmonious society.
