With the rapid development of economy and continuous progress of urbanization in China, previous mode of agricultural production under the household contract responsibility system has been increasingly unable to meet the requirements to developing modern agriculture. Defects in small-scale and decentralized result in contradiction between small production and big market. This backward agricultural production relationship has seriously hindered the development of agriculture and economy in China. Consequently, nothing can prevent the process of agricultural reform.Since the NO.1document of central government was issued in2003, the mode of family-farm has been piloted and popularized for more than one year’s time. In fact, this mode has already early appeared in many regions in our country. Guangxi is a major agricultural province with the low level of farmers’per capita income and just started family farms. As a result, according to the present economic situation and problems encountered in the development of family farms, far-reaching theoretical and great practical significance will be accomplished by the analysis on constraints and solutions in order to guide the development of family farms in Guangxi and achieve the intensive and commercialized advantages of family-farm.The focus of this paper lies in the analysis on the current situation and constraints in the development of family farms in Guangxi, and the discussion around countermeasures to solve those problems. Firstly, based on a great number of comprehensive domestic and international academic research, the author explained the related definition and characteristics about family-farm and new professional farmer, the relationship between them also included.Then domestic and international theories and practices of family-farm were discussed in order to draw meaningful experience for the development of family-farm in Guangxi. The theory of scale in classical economics and the theory of transaction cost in new institutional economics were cited to support the decision of developing family farms. In terms of foreign practice, the author gave a brief summary about the American large farms, the French medium-sized farms, and Japanese small farms, combined with Brazilian farms as the representative of developing countries. Then the author came to the conclusion that our country was not suitable for large-scale family farms but moderate-scale mode. Tianniang farm, as well as the mature mode in Songjiang, Yanbian, Ningbo, Wuhan, Langxi, were chosen as examples of domestic successful practice. For example, we should strengthen the support of financial subsidies and improve the level of literacy of family farmers.The highlight of this paper lies in the analysis on constraints in the development of family-farm in Guangxi which interpreted on the basis of exploration about conditions and current situation. Although many achievements have been made including the increasing number of registrations, various kinds of mode and policies during the process of development of family farms in Guangxi, there are still many potential problems. Constraints were discussed mainly from the perspective of land, capital, and human resources. Factors of land can be subdivided into three aspects that lack of land in total number, scattered and small-scale management, and blocked land transfer process. Financial factors were elaborated mainly around farmers themselves and external financial support. Human factors were subdivided into the level of literacy and social vocational education system. Other factors are defects in registration and regulatory system. At last, the article concluded with a series of policy recommendations to solve those problems, including to improve the efficiency of land use, to accelerate the pace of rural land transfer, to improve rural financial support, and to develop new professional farmers.
