In the current stage of Chinese forest ownership reform, central and local governments as well as forest farmers play different roles, with variations in their expected returns. Managing these respective relationships between different forestry interest groups to maximizes their benefits while actively engaging each stakeholder in the process of collective forest ownership reform has become an important issue.Firstly, this study uses the stakeholder theory to define and identify the stakeholders in the reform of collective forest right system, determined the key stakeholders; then uses the method of game theory to analyze the relationship between the key stakeholders in the reform, constructed the static and dynamic game models, and found the game equilibrium; combined net present value method, based on the game equilibrium outcome, a model of the willing and active participation of forest farmers in the forest rights reform is constructed, which focused on forest farmers at the micro-level, quantitatively calculated the equilibrium marketing sales of forest products and the amount of subsidies that should be given to the forest farmers by the government when the forest farmers are willing to participate in the reform of forest rights, and then took Kai Yuan County, Liaoning Province as an example to empirical analysis and verification this model; at last, pointed out that the central government, local government and forest played an important part in the reform of collective forest rights, it is a great importance to establish the central government, local governments, foresters the trinity of forest right reform management mode. The results provide a reliable basis for the government to formulate relevant policies and should serve as a useful reference for the next step of forestry reform in China.
