In 2003, the state comes into operation in order to establish a modern forestry property rights system of "clear property right ,operation subject fulfillment, clear division of responsibilities and powers, strict protection of interests ,smooth transfer of norms, supervision of services in place "as the goal the reform of the system of collective forest rights. After the declaration of "the CPC Central Committee and the State Council on Accelerating the Development of Forestry decision," Inner Mongolia Autonomous Region began to carry out collective forest right system reform in Chifeng, Tongliao, as well as some banners and counties of the western region from 2004. By 2007, the pilot area has been expanded to 36 banners and counties. At present, the other leagues and cities are actively preparing to carry out the comprehensive reform. Since the collective forest right system reform involves a wide range of reform efforts, and reaches deeply into the forest system, which is a new exploration of the institutional innovation.This thesis analyses the historical changes of China's collective forest rights reform using the theory of new institutional economics, and the general results of Inner Mongolia collective forest rights reform on the basis of concluding the successful cases of south collective forest rights reform, and then states the issue that needs to solve in the collective forest rights reform using the theory and method of economics, in order to supply a reference for deepening reform of Inner Mongolia collective forest rights reform.
