In recent years, energy saving and emission reduction policy continually has become a binding target of economic development planning in our country. It is the key factor to realize the planning goal and sustainable development between economy and environment. During the "Twelfth Five Year Plan" period, the policy of energy saving and emission reduction in China is in the process of transiting from "command and control mode" to "market incentives mode". Besides, the key of market incentives mode working well is the cost benefits of both subject and object of the policy. Besides, whether the market incentives mode works well depends on the cost benefits of both subject and object of the policy. Therefore, this paper analyzes the terminal execution effect of energy-saving emission reduction policies from the "cost-benefit" perspective. And then the effect of energy saving and emission reduction policy for different industries are analyzed by the microcosmic cases. Finally, the impact and long term effect of policy to aspects such as national production and daily life can be explored.The content of this paper is organized as follows. Section1interprets the background and determines the research direction and method. In Section2, the policy making background, content and execution status during the "Twelfth Five Year Plan" period is summarized and analyzed. For the "command and control mode" policy and "market incentives mode" policy, section3establishes a implementing framework of energy saving policy respectively to analyze the cost and benefits of the participants in the policy, including subjects, objects and other participants in the social economy system. In addition, the comprehensive cost-benefit evaluation index is established towards the objects of the policy. Case study towards terminals including industrial, commercial and residential consumers and related analysis of results are presented in Section4. Section5summarizes the existing problems in the policy execution process from the perspective of policy type, executing patter and effect. Considering the completeness of the policy and the influence factor of policy subject, object and environment, the primary reason of existing problems can be obtained in Section6. Finally, advices are provided in Section7to improve the execution of energy saving policy from many aspects, including commercial operation mode, energy saving service system, financial tax policy, energy price mechanism, information flow mechanism, monitoring and control evaluation system, technology development and energy saving technology level etc..
