The whole Europe was almost ruined by two world wars in20th century, in a time that all the lights of Europe were extinguished, Christian civilization collapsed with a loud crash, the life of different nations was reduced to a lower level, and barbarization were threatening Europe. To save the Great Civilization of Europe and restore the peace, prosperity and freedom of the old continent, Keynes had been planning the rehabilitation of Europe as a whole. What’s more, Keynes realized that the modern Europe order was based on a unified economic chain, in which all the nations of Europe were closely tight to interdependence. It is certain that there was a dynamic equilibrium both in capital and resource between the old world (Europe) and the new world (America).Moreover, in Europe, Germany was the very core of European Economic. The equilibrium in both inside and outside Europe was the key of the orderly operation of the whole sequence. Just as Keynes said, the economic organization, relied by the order, was extremely unusual, unstable, complicated, vulnerable and temporary.Unfortunately, the breakout of World War I destroyed the tender economic mechanism directly, on which the whole Europe lived, and "uncontrollable troubles", in Malthus’ word, appeared. What was worse, the rehabilitation plan, which was pushed by Europe politicians in Paris Peace Conference, did take the weak economic mechanism into a grave, instead of repairing the vulnerability. Therefore, Keynes launched an economic resistance against politics, which proposed to plan the rehabilitation of Europe from economic. This is Keynesian Economics, a political economics with strong political connotation. For Keynes, the international political anarchy was so firm to shake so that in order to establish a new order, we should manage to put the anarchy in economic to an end in the first place.
