The Countermeasure Research On Intellectual Property Talent Team Construction In Tianjin

The talented person in intellectual property, as an important part of human resources, is the basis of implementing the strategy of intellectual property, also is the support and assurance of developing intellectual property. In the “outline of Tianjin municipal intellectual property strategy” issued by Tianjin municipal government, the proposal of strengthening the construction of intellectual property personnel is first offered. Therefore, strengthening the construction of intellectual property personnel, is necessary for implementing the decision of Tianjin municipal party committee and Tianjin municipal government, is an important measure of implementing the strategy of strengthening city by talents, is the demand for intellectual property talents in the development of economy and society in Tianjin.The article, through analyzing the domestic and foreign research on the construction of intellectual property talent, finds out the problems of intellectual property talent construction in Tianjin by comparing with the experience methods in other advanced local governments. The problems mainly indicate that the amount of intellectual property talent is insufficient, talent training system is unsound, talent policy is imperfect, investment on talents is too low. Comparing with the demand of economic and social development in Tianjin, the requirement of rapid development of intellectual property rights, and the big gap between the advanced provinces in intellectual property talent construction and Tianjin, it is necessary to strengthening the construction of intellectual property talents in Tianjin.Through the research, this article proposed the countermeasures and suggestions briefly called of "12345", which is used to strengthen the construction of intellectual property talent team. “Perfecting one system” means that improves the intellectual property talent education training and talent training system; "building two platforms" means that builds the intellectual property online education platform and intellectual property talent public service platform; "training three kinds of talents teams" means that cultivates intellectual property talents in enterprises, service agencies, and executive and judicial administration; "completing four talent policies" means that completes the polices about talent title, talent employment, talent incentive, talent flow; "establishing five talent bases" means that sets up the personnel bases about cultivation, training, research, education, practice. The goal is, through learning domestic and foreign advanced experience of intellectual property talents, to promote the mechanism reform and policy innovation in intellectual property talent, to set up a talent team with abundant quantity, reasonable structure, good quality, which could meet the demands of the economic and social development in Tianjin.
