Employment is the basis of the people’s livelihood.the Employment level can measure the level of economic development of a country, people’s living standards, and social stability. Improving the level of employment rate not only relates to the national economic development, but also relates to social harmony and stability.The Public Employment Service plays an important role in improving the labor force. The Public Employment Service is a pointer to the disadvantaged groups in employment or the common laborer in employment service (Talent service is a Public Employment Service content. but taking to its features in the employment market, the talent services are not considered).With the use of the theory of "polycentric governance" in the field of public products and the popularity, we can find that "multi center" management philosophy has been gradually introduce into the public employment service. It emphasis that in the public service employment should be provided by government, market and various social forces. This paper is based on the multi center theory, which aims to study the relationship between the government, the market and the social three in the public employment service.Jiangsu Province as an example, mainly through interviews, auxiliary on the website to gather information,through qualitative research to collect the interview data, the author draws the conclusion:Jiangsu Province public employment service agencies in promoting the employment of labor plays a huge role. there are some problems, such as Jiangsu Province Public Employment Service organizations are not perfect, urban and rural development imbalance and financial security is not in place.The Public Employment Service in government function is not clear. The existence of absence and offside; The Public Employment Service in the government, market and society awareness is not clear. Public Employment Service informationization level is low; Employment information linkage mechanism and employment information resources sharing are not existed; Employment information web site construction is not perfect; mployment training management between urban and rural are different. The mode of training are single. The knowledge about the training are not enough.The author carry on the analysis through the qualitative analysis method for the collected data. The author draws the main problems existing in the public employment service in Jiangsu Province.Tthe main problems caused by the unclear definition of the relationship between The Public Employment Service in the government, market and society.lt leads to disorder, mainly in the unclear orientation of the government function, the function of market mechanism play a limited, the social strength participation is insufficient. Therefore, in the international experience and Chinese situation, the author thinks that the Chinese public employment service should be a "government led, market participation, social coordination" service mode. It is best to form an orderly cooperation between government, market and society.the government can make use of the market sensitivity and grasp the advantage that social organization pursuit of fair to cooperation with them. To make up for the lack of market and society in a certain extent,the market and social organization can join the occupation training which can promote job seekers and employers to collaborate on seamless. the author hopes that the conclusions can provide a reference for the public employment service policy makers.the author also hopes that the government can think more about the advantages of the social organizations which will promote the government public employment service and better play the efficiency of public employment service.
