Since the balanced score card been developed, this new human resourcemanagement tool has been paid great attention by both corporation managers andresearchers. Given the strengths concerning the equilibrium, dynamics, and real-time,balanced score card can conquer so many weakness that traditional performanceappraisal tool that corporations use. Combing the quantitative indexes and qualitativeindexes, performance targets of long-term and short term, strategy design and strategyimplementation, together into one-whole system, performance of corporations can beevaluated more precisely than before. Though there is a huge amount of literaturesstudying balanced score card which provides sufficient proof for this study, noliterature has focused the relationship between this performance appraisal tool andtobacco corporations, not mention the its application in these corporations.By bringing the thought of balance score card and theories of performancemanagement in tobacco corporations together, this thesis has formed a performancemanagement model for knowledge workers’ performance management in tobaccocorporations, based on which the advices concerning the transformation developmentin those corporations have been given in the last part. It is found out that, first of all,there are significant differences between knowledge workers and others in the aspectsof personality, professional abilities, innovation abilities and personnel transferring.Therefore, theses differences should be taken great consideration when performancemanagement model being built up. Secondly, performance appraisal model based onbalance score card in tobacco corporations should contain these segments: internaloperation, financial status, growing ability and customer services. Each segment hasthree indexes. Thirdly, to improve the quality of performance management in tobaccocorporations, managers should transfer their ideas on one hand, and combine strategydesign and implementation, internal control and performance management,quantitative and qualitative management together on the other hand. Furthermore, tobacco should set up effective screening system to pick up knowledge workers andconstruct effective information transmission channel so as to realize corporations’sustainable development.
