Forestry S&T is the endogenous power to promote the development of modern forestry.Establishing an scientific evaluation system and a comprehensive evaluation method helps toaccurately grasp the status of forestry S&T development and its overall trend, and provide thebasis and reference for the forestry sector to make scientific decisions.In this study,wesummarized the existed research results of evaluation of the S&T progress, basedon the theoryof modern economic growth, technological innovation, public goods, etc., refered to thenational S&T progress indicatorsystem,took forestry and forestry technology features intoaccount, finaly builtforestry S&T progress indicatorsystem, which include4first levelindicators,10second level indicators and24third level indicators.Based on a comprehensivecomparison of the existed methods, chose equel weights to determine the weight of theindicators,and drew up the standardization of the third level indicators.Adopted the thresholdmethod to do dimensionless treatment,built the comprehensive evaluation model by usinglinear weighting method.Based on the publicly available statistics of the the National Bureau ofStatistics, the State Forestry Administration and other departments etc., evaluated nationalforestry S&T progress from2006to2012,and made longitudinal comparison,also madehorizontal comparison with national S&T progress. The basic conclusions are as follows:1) From2006to2012, the national forestry S&T evaluation index were43.05%,43.85%,47.86%,46.97%,49.94%,52.20%,49.54%, presented a steady upward trend overall.2) Technology activities output index increased from45.27%in2006to81.68%in2012,increased fast, but scientific output quality was not high.3) S&T investment index was at a low level overall, and from21.36%in2006down to19.71%in2012, mainly due to the capital investment of forestry grew fast,but the forestrytechnology capital investment was not. 4) Mean of technological advances environmental index was39.43%, at a medium level,but from2008to2012showed a slow downward trend, falling from44.17%in2008to33.13%in2012, mainly due to the falling of technological human resources index and researchmaterial conditions index.5) S&T improve economic and social development index was fluctuated between61%and72%, at a high level overall, indicating that chinese forestry technology is playing animportant rolein promoting the economic development of forestry, ecological construction andimprovement of livelihood.6) Forestry S&T Composite Index was49.54%in2012, while the national level S&Tprogress composite index was60.28%, there are still large gaps between forestry S&T andnational S&T; forestry S&T Environment Index and Technology investment activity indexwere33.13%and19.71%, lower than the national level which were57.47%and60.54%;forestry S&T output index andS&T improve economic and social index were81.68%and63.65%, higher than the national level which were57.05%and62.78%.According to the evaluation and analysis results, this study presents policyrecommendations to promote Chinese Forestry S&TProgress:1) optimiz S&T environment,and enhance technological awareness of the whole industry;2) increase investment in science,and strengthening forestry S&T innovation foundation;3) strengthening qualified personnel,and enhance forestry S&T innovation capacity;4) improve the technology evaluation system offorestry S&T,and improve the quality of output;5) focus on the promotion and application offorestry technology, take advantage of S&T in supporting the forest.
