With the rapid development and deepening application of cloud computing,Internet of things and big data,a group of digital,informational and intelligent smart industries emerge silently.Smart industry with efficiency,safety and low carbon of production,can effectively alleviate the resource shortage and environmental pollution caused by economic growth,which is bound to become a new growth point of economy transformation and upgrading.As one of the smart cities,Zhejiang Province has a faster development on smart industry than others.However,because no evaluation index system is available,the development status or deficiency of Zhejiang's smart industry could not be effectively monitored.Therefore,on basis of connotation and characteristics of smart industry,it is particularly important to build an index system for measuring the development of smart industry and predict the development trend of smart industry in Zhejiang Province.Firstly,this paper gives a definition and statistical classification of smart industry.An index system is then established to evaluate the development of smart industry,from the perspectives of economic output,information construction,technical innovation and sustainable development.Secondly,we adopt a comprehensive evaluation method of efficacy function based on combined weight to assess the development of smart industry in Zhejiang Province from 2006 to 2013.Thirdly,a coupling coordination model is used to measure the coordinated development of smart industry,and its main influencing factors are also explored by the ridge regression model.At last,based on the robust values,we build a DGM(1,1)model improved by the function of1/ mX,to predict the development trend of Zhejiang's smart industry from 2014 to 2018.It is found that,despite the improvement of smart industry in Zhejiang Province during this period,the speed turns out to be slowing down,mainly due to the lack of human resources,insufficiency of IT infrastructures,weak investment of technical innovation.From the aspect of the coordinated development,the economic output,information construction,technical innovation and energy-environment optimization of smart industry are lack of collaboration.While enhancing the level of education,accelerating economic development and increasing government financial support,will promote the coordinated development of smart industry in Zhejiang Province.Fromthe predicted results,smart industry will develop in the future,with remarkable achievement in technical innovation,closely synchronized growth between economic output and information construction,but slow progress in energy-environment sustainability.Finally,this paper puts forward several suggestions.
