House is the basic necessities for human’s life, and residency is also one of the basic rights of citizens. Under the condition of market economy, the housing security system is not only the supplement of market mechanism of housing distribution system, but also an important part of national social policy and social security system.In recent years, with the rapid development of our country’s urbanization, large numbers of rural surplus labor force rush to cities, migrant workers have made great contributions to urban’s construction and development, and gradually become an indispensible part of labor force in the city. However, at the present the situations that they live in the city is a big concern for us. The build-up area is too narrow, the living condition is too harsh, at the same time, affected by their own quality and poor income, to improve living condition by themselves is out of migrant workers’ abilities. Due to the limitation of the household registration system, and the housing policy exclude the migrant workers from the right that they should have, many problems emerge:social injustice, seriously obstruct the development of our social.To abolish the exclusion of policy, bring rural migrant workers into the housing security system. On the basis of previous studies, with the consideration of actual situation in Kunming and some successful experience of other provinces and area, we hope to find an effective way to solve the migrant workers’ housing problem in Kunming.In this paper, the first chapter mainly explain the background of research, the significance to selected topic, research methods and research ideas, and sort out the research status in our country and abroad; The second chapter mainly introduce the definition of related concepts, according to use the theory of social exclusion, fair and efficiency and particularity of housing to analyse the necessity to bring rural migrant workers into the housing security system; The third chapter analyses the results of the survey, showing the current status of migrant workers’ housing difficulties in Kunming of food and beverage castering business, and their needs on housing; About migrant workers’ housing security in kuming, the fourth chapter analysis the development situation at present and existing problems, and point out that the exclusion of housing security policy for migrant workers; The fifth chapter mainly about the domestic housing security policies and typical model for reference in various provinces, hope to get the beneficial and valued reference; Chapter six according to current situation of research put forward some countermeasures and suggestions.
