Research On Migrant Workers’urban Housing Security In China

As an important power source of demographic dividend in China’s reform and development, migrant workers provide as a key support for the change of the economic development mode. China’s modernization, especially the modernization of China’s agriculture lives and develops together with agricultural population transfer. The new-type urbanization will be a lasting power for China’s economic and social transformation and at the same time the only way to build a well-off society. However, the housing problem is increasingly trammeling migrant worker’s acquiring citizenship and the people oriented reform and development of new-type urbanization. The prominent migrant workers’housing problem not only reflects that we have ignored migrant workers’urban housing right for a long time but also shows the faultiness of China urban housing security system. The migrant workers housing security system is an important system arrangement for solving migrant workers’housing problem. And it is a periodical task in the process of city and countryside’s unity, industrialization and urbanization development. The marginalization of migrant workers’housing security system restrains the economic society reform from developing in breadth and depth. Therefore, to be fair, bringing migrant workers into urban housing security system for consideration and achieving the citizenization, institutionalization and normalization of migrant workers’ housing security are objective requirement for the people oriented reform and development of new-type urbanization and strategic measures for complying with the development tendency of urbanization as well.This thesis is guided by Marxist’s people’s livelihood and housing security theory and based on history and reality of China urbanization development and current new-type urbanization development goal. It expounds the connotation of migrant workers’housing security in the professional perspective of history of economic thoughts, and on the basis of that builds theoretical foundation for migrant workers’housing security study in the context of new-type urbanization. Then the article untangles the relations between migrant workers’housing problem, migrant worker development and urban housing security system from the perspective of historical development and makes an objective analysis on migrant workers’demand characteristics of urban housing and their housing payment capacity. It expounds the actual necessity and feasibility of bringing migrant worker into urban housing security system for consideration in a fair and people oriented way. Also, this thesis traces back to the history of China migrant worker housing security policy development by vertical and systemic analysis to investigate the policy supply and further dig out the constraints of the migrant workers urban housing security. Through horizontal analysis, this thesis investigates the development path of housing security in representative countries of Europe, America and Asia, and refines their housing security experiences of low-income groups to explore helpful references for China migrant workers housing security. Finally, with the goal of bringing migrant workers into urban housing security system, the thesis makes suggestions for basic guarantee principles, target patterns, operation mechanism of migrant workers’ urban housing and discusses the realization of the institutionalization of migrant workers’ urban housing security systematically.
