An Research On Post-Evaluation System Construction Of Science And Technology Plan Project

Science and technology is the main driving force to promote economic development. Science and technology program is an action scheme on impact of future development of science&technology and related environment. Science and technology plan project is the specific implement of the science and technology plan. Our country’s investment on technology plans increased year by year, output of scientific and technological achievements is rising year by year, but the annual large number of output of scientific and technological achievements has not been fully effective transformed. The inadequacy of science and technology project post-evaluation mechanism is the important factor to the impact on science and technology achievements transformation. It’s very urgent scientific problem that how to use effective evaluation system improving researchers’attention on the improvement of scientific and technological achievements transformation.Therefore, a flexible post-evaluation system is built for science and technology project in this paper, the outcome effect as the focus in the post project tracking research perspective to science and technology project. Outcome continued effects indicators are introduced to the evaluation system. We can effectively evaluate the combined effect of the project implementation. Thereby, it provides science and technology management department strong feasibility and operability evaluation methods on science and technology project management and project evaluation. And it has certain significance for improving R&D investment efficiency. The main contents include the following aspects.Firstly, research on literature researching progress at domestic and foreign of science and technology project evaluation and combing the relevant theory for science and technology project and post project evaluation for the groundwork for the analysis and research below. Then, we analysis in-depth on the science and technology project and evaluation of the current situation, and found that the problems in science and technology project evaluation, and analyze the reasons, in order to play a reference in the process of evaluation system construction.Secondly, construction of post-evaluation system of science and technology project. Science and technology project has been classification analyzed according to the purpose of the evaluation. It is divided into five categories in this paper. Then, appropriate post-evaluation indicator system is designed for different categories of project. A complete post-evaluation procedure and the implementation of safeguard are designed according to the characteristics of the science and technology project explaining the post-evaluation implementation process.Finally, by selecting several types of representative projects, verified the post-evaluation system constructed in this paper and revised the problems.
