Science and technology project is an important means for realizing important development strategy, improving the science and technology level, promoting development of social economy and progress of science and technology and increasing market competitiveness. Science and technology are the guarantee, playing an important role in the management of modern science and technology project. However, the evaluation of the science and technology project in China mainly focuses on the project approval evaluation and performance evaluation. The intermediate evaluation of the science and technology project is an important means for ensuring the normal implementation of project by planning and realizing the planned object. Therefore, this article points out the important meaning of the intermediate evaluation of the science and technology project by systematically analyzing the research status of the science and technology project in and abroad, taking the intermediate evaluation index system and mode of the science and technology project, and the Chengdu 11th Five-year science and technology project as research object. The main content of the article is as follows:Firstly, the article analyses the flow of intermediate evaluation and characters of the science and technology project, based on which the index system of intermediate evaluation of the science and technology project including intermediate evaluation index system of science and technology brainstorm project, intermediate evaluation index system of science and technology innovation establishing project and intermediate evaluation index system of technology application and promotion project is established.Secondly, the article designs an application mode of intermediate evaluation index system of science and technology project, presents method of index quantities processing, dimensionless processing and convergent evolution processing. Order relation analysis method (G1-method) is used for determining the weight of the evaluation index. After explaining the meaning and function of three indexes of science and technology project, intermediate evaluation index system of science and technology brainstorm project, intermediate evaluation index system of science and technology innovation establishing project and intermediate evaluation index system of technology application and promotion project are evaluated comprehensively according to the linear weight comprehensive evaluation mode.Finally, this article processes intermediate evaluation of Chengdu 11th five-year science and technology project, finds out the problem from the management of the project manager. Then, this article analyzed the problem and measure of science and technology evaluation system in Chengdu macroscopically, and gives relative suggestion for Chengdu 11th five-year science and technology project.
