The support program of agricultural fields is one of the activities of the government to carry out scientific and technological research and development in the country. It is an important means to promote the sustainable and healthy development of national science and technology and to realize the reasonable allocation of scientific and technological resources. With the rapid development of agricultural science innovation ability of our country, the present situation of agricultural science and technology contribution rate is not high, and the comprehensive strength of agricultural science and technology is still weak. How to promote agricultural science and technology innovation and a series of problems, which is based on the national science and technology projects, is worth our further research.Although China has emphasized the innovation in all kinds of science and technology projects, but failed to form a new perspective based project evaluation index system. At the same time, the research on the innovation evaluation theory and method of the government funded strategic research project is less, and this one is less for the innovation of agricultural science and technology project. Therefore, in the process of project evaluation based on the peer review system, the objective, scientific feasibility and innovation evaluation index, the selection of effective and reasonable evaluation method to achieve the project selection, so as to improve the national science and technology project of scientific and fair is particularly necessary.In this paper, firstly, the relevant theories of agricultural science and technology innovation and project evaluation are summarized. The paper analyzes the application form of the new project, and carries on the case analysis, and puts forward the innovative evaluation index. Through the expert interview, the paper further adjusts the index factors and designs the questionnaire. After scoring the data of the experts, the index is verified by structural equation model, and the level and the two level indexes are obtained. According to the evaluation index of the experts, the conversion of the level analysis method, the three kinds of projects based on analytic hierarchy process, to industrial application projects, for example, ask an expert to on ten copies of the sample application for according to the index score and through the method of entropy obtained objective weight;. In this paper the hierarchy entropy combination weighting method for basic weight TOPSIS and fuzzy comprehensive evaluation method, five kinds of methods of comprehensive evaluation, and the method and application of more mature from to maximize the difference between the combination weighting method of evaluation results are prior to and after consistency check and found that the combination of these two kinds of weighting method of comprehensive evaluation results are consistent. In order to prove that the proposed method is effective and feasible, and it is effective and feasible. I have proposed the policy suggestions on further streamlining the project evaluation process and improving the evaluation standard for the evaluation system of agricultural science and technology project.In summary, the research for the project phase of innovation evaluation index and weight, method enrich the project evaluation theory, at the same time, also to improve project management preferred project accuracy and science has certain practical role in promoting.
