The Project Evaluation Study On Science And Technology Program For Public Wellbeing

China's 12 th Five-Year Plan for National Economic and Social Development stressed th e demand of setting the improvement of people's livelihood as the starting point and end point of accelerating the transformation of economic development and as a guiding ideology and the basic requirement of performing government duties. To this end, in April 2012, Ministry of Finance organized the implementation of Science and Technology Program for Wellbeing, which aimed at consolidating the leading role of science and technology in improving people's livelihood and enhancing the comprehensive ability of science and technology in promoting social management innovation and grass-roots social servi ces establishing. Science and Technology Program for Wellbeing promotes the conversi on of scientific and technological achievements base on people's needs, which emphasis o n the innovation of management mechanisms and the effects of using technology to impro ve people's livelihood. Comparing to the previous national science and technology progra m, there are significant differences in support areas, support methods, support stages an d management models.Science and Technology Program for Wellbeing is an innovation of on converting existi ng technology into products for the grassroots. It focuses on build a sustainable developme nt technology transformation system. Most project undertakers of Science and Technolog y Program for Wellbeing are end users, which are a part of the three-tier co-managemen t model that leveraging the cooperation among central, provincial(autonomous regions an d municipalities) primary(county, city, district) governments. The project focuses on supp orting areas of social development and healthcare, environment and public safety. The sele ction of undertaker is strictly according to the grass-roots-oriented and user-oriented princi ples, which aims at maximize the benefit of the people's livelihood by direct conversion o f the technology for the grassroots. In addition, Science and Technology Program for Wellbeing puts a high value on promoting the project after the acceptance. However, the pro moting and restricting mechanisms are still under exploration.Since the implementation of Science and Technology Program for Wellbeing, it receive d great economic, social and ecological benefits. However, there are still some shortcomin gs, such as, no clear indicators of project selection, lacking of interaction with financial ins titutions, outcomes database is not update to date and so on. Therefore, in order to achiev e greater benefit, improvement such as increasing investment, changing the role of govern ment should be considered in the subsequent implementation of the project.
