With the development of China’s market economy and the deepening of economicsystem reform, rural economic development has entered a new historical stage, the ruralindustrial structure as an important part of the entire rural economic system more needs tomake reasonable adjustments. The key to promote rural economic growth and achieve urban-rural integration is to vigorously promote the rural industrial structure adjustment. The ruralindustrial structure adjustment is not only requirements of the times, but also requirements offarmers’ interests, and is inevitable requirements for building a harmonious society. Therefore,making effective adjustment principles and measures, achieving the continuous rationalizationof the rural industrial structure, and thus promoting the rural economic development toaccelerate the pace of domestic urbanization have great significances.Through the reality research, the paper explores the path of seeking development, makesconclusions on the history and the current situation of the Qingzhou rural industrial structure,and analyzes the influences on income growth of the peasants and rural development beforeand after the optimization of the rural industrial structure adjustment. On the basis, the paperproposes measures suitable for the reform based on local conditions and the continuous stabledevelopment of the Qingzhou rural industrial structure, makes optimization programs forQingzhou rural industrial structure adjustment, and provides decision making basis for therelevant departments on macro-control over the rural industrial structure.Firstly, the history and the current situation of the Qingzhou rural industrial structure areanalyzed in detail. In recent years, the agricultural pattern, dominated by crop farming, ofQingzhou City has ended, agriculture, forestry, animal husbandry and fishery are developedcomprehensively, and the pattern with the primary industry as the main part is graduallychanged to the pattern with the secondary industry and the tertiary industry comprehensivelydevelop. However, in the rural household income, the income of the primary industry stillaccounts for the vast majority, and the income of the secondary industry and the income ofthe tertiary industry grow slowly. The reasons are that the proportion of crop farming is toohigh, and the center of the industrial structure is low; the proportion of food crops is high, andthe development space of industrial crops is small; the resource superiority is not played, andfishery development is slow; high-quality agricultural products are lacked, and market competitiveness is small; the development of the secondary industry and the development ofthe tertiary industry develop are lagged, and structural benefits are low; regional distributionis not obvious, and assimilation of the industrial structure occurs; employment opportunitiesin rural areas are decreased, the income of farmers grows slowly; the concept system offarmers is backward, and the rural organization level is low.Secondly, through lessons from experiences and practices of the abroad rural industrialstructure adjustment, combined with the reality of Qingzhou, the Qingzhou rural industrialstructure adjustment principle which is clear government-led and market-oriented, relies onscience and technology, and is regional-comparison-based is clear and definite, and ideas withthe theoretical knowledge and practice combined, diversification development and adjustmentand optimization of the rural inner structure are formed.Finally, the paper proposes countermeasures and suggestions for adjustment andoptimization of the Qingzhou rural industrial structure. The countermeasures and suggestionscomprise the following content: intensifying government investment, and improving theinfrastructure environment; implementing science and technology popularization, andpromoting the fact that scientific and technological achievements are turned into productiveforces; transferring rural surplus labor force, and improving the rural social security system;developing modern and efficient industry, and optimizing the agricultural production structure;vigorously developing non-agricultural industries, and promoting the level of the industrialstructure; taking full advantages of regional resources, and establishing specialty leadingindustries; promoting the industrial management, and improving the organization degree ofagricultural production; implementing the urbanization strategy, and promoting overalloptimization of the industrial structure in rural areas.
