Study On The Evaluation Of Agricultural Resources Utilization Benefit In Shandong Province

Agriculture is the foundation of the national economy in China, resources are the fundamental to the survival of human nature, the premise of sustainable economic development to reasonable development and utilization, agricultural resources is the necessary conditions and material basis to human survival and development. With the rapid population growth, accelerating of industrialization and urbanization process, human material needs bring the huge pressure for agricultural development. As an agricultural province, the basis was ecologically fragile, environmental degradation in recent years. How to within the scope of the ecological carrying capacity, fully excavate potential resource utilization, improve the utilization efficiency of agricultural resources, become a widely attention and practical problems to be solved.My thesis takes Shandong’s17cities as the research unit, On the basis of agricultural resources sustainable development theory, agricultural regionalization theory, agricultural ecological economic theory of coupling system, to build the evaluation index system of agricultural resource utilization, using the comprehensive index model to calculate the agricultural resource utilization comprehensive value. Contrast the change of agricultural resource utilization between2008and2012, Analysis agricultural resources utilization of17cities, find out the restricting factors to the development, and put forward the development countermeasures.The main content and results as following:(1) Build Index System of Agricultural Resources Evaluation in Shandong ProvinceGuided by the basic theory, combining with the Shandong’s characteristics of agricultural resources, build the evaluation index system of agricultural resource utilization. Using the factor analysis method to calculate the index weight, using the comprehensive index model to calculate the agricultural resource utilization comprehensive value, and analyze the social factors, economic factors and ecological factors of influence on agricultural resources utilization measure in Shan Dong province.(2) The utilization level of agricultural resources and variance analysis in Shan Dong provinceThe evaluation results indicate, on time scales, the utilization level of agricultural resources have been developing steadily in Shandong province since2008to2012; in the spatial scale, significant difference. The province’s17cities and agricultural resources are divided into three levels:Agricultural Resources Efficient Using Area, Agricultural Resources Medium Using Area, and Agricultural Resources Inefficient Using Area. Shandong province on the medium using area, Yantai City, Weifang City, Jining City, Linyi City, Dezhou City, Liaocheng City, Heze City belong to Agricultural Resources Efficient Using Area; Jinan City, Qingdao City, Tai’an City, Weihai City, Binzhou City belong to Agricultural Resources Medium Using Area; Zibo City, Zaozhuang City, Dongying City, Rizhao City, Laiwu City belong to Agricultural Resources Inefficient Using Area. The influence factors of agricultural resources use efficiency analysis showed that:agricultural land area, agricultural machinery total power, crop planting area, effective irrigation area, agricultural fertilizer are the effect factors.(3) Sustainable utilization of agricultural resources countermeasures and measures in Shandong provinceTo efficient using area, the government should strengthen the protection of cultivated land resources, scientific planning of agricultural production structure; to medium using area, the government should implement agricultural resources development and protection strategy, pay attention to protect ecological environment; to inefficient using area, the government should agricultural resources development in the protection, cultivate new farmers. Besides municipal government should increase investment in agricultural finance and so on.Shandong agricultural resources utilization level of the utilization level of overall in the medium, but the great differences between regions. Research results to further improve the level of agricultural resources use around the city, and promote regional economic and social sustainable development has a certain realistic guiding significance.
