The Research Of Agricultural Water Resources Protection And Recycling In Shandong Province

The water is one of the strategic economic resources which is related to realize the development of a country or a region. It's an important part of the development of national economy and comprehensive national strength. In the development of social living, we need reasonable management, utilization and protection water resources. Agricultural production is the main production model in Shandong Province, so ensure the normal development of agricultural production is important to the sustainable development of economy. Agricultural water is one of the basic resources to realize the agricultural development, it's not only provides the necessary support conditions for agricultural production, but also restricts the ability of sustainable development of regional agriculture.In the recent, Shandong agricultural water resources have the phenomenon of shortages and wasting, meanwhile, there also have the unbalance in supply and demand. With the development of society economy and people's living level in Shandong Province, the trend of contradiction between supply and demand has further aggravated. The shortages have become the important factor in restricting the development of social economic. Therefore, how to solve the shortage of water resources and the contradiction between supply and demand in the future, analysis the future trend of supply and demand, research the relationship between agricultural water resources and Shandong economic development, and provide policy recommendations for its sustainable development in practical terms, will become the key areas of research in the future in Shandong Province..This paper try to use the theories of sustainable development, balanced planning and value theory to analyze. Firstly analyzes the relationship between agricultural water resources and the Shandong economic development, mainly from the development of agricultural, industrial and urban. Then use Cobb-Douglas production function and mathematical statistics to analysis from two aspects of theory and data. Find out the main reason is unbalanced supply and demand of water resource. Then for this problem, according to the data of water resources and its characters of shortage, uneven distribution, dramatic changes, and analysis it respectively from potential and model predicts. In the aspect of supply we mainly analyze the water potential and the possible of realizing them. In the aspect of need we use GM (1, 1) model to predict. And on this basis, analysis the balance of agricultural water supply and demand. Finally, according to the results of above, the paper come up with some basic principles of Sustainable utilization, water saving and adjust measures to local conditions and some feasibility ideas in the shortage of agricultural water resource, the sustainable utilization and the security measures.The conclusions show that: The Unbalance of supply and demand of Shandong agricultural water has become the key factors in restriction of agricultural and economic sustainable development of Shandong Province. With the congenital deficiency in agriculture water and seriously water waste and pollution, the main reason of the imbalance between water supply and demand is the total water flow on dwindling and the occupy of water using by industrial, ecological and other industries. On the other hand, the demand of water resources in agricultural production will be increasing in the future, while the increasing percentage in water demand is more than the reducing percentage in supply one. In this state, the imbalances state of water resource demand and supply in Shandong Province will be bound to more serious in the future. And then by the use of economic theories and linear regression conclusion we have confirmed that there has a direct influence relationship between agricultural water resources and the social economic development. Therefore, to realize the healthy development of the social economy in Shandong province, it must assure the sustainable using and the reasonable development of agricultural water resources. On this basis, this paper synthesize the results of the analyses above and the natural geographical situation of Shandong Province, come up with corresponding policy recommendations by following the sustainable utilization principle, water saving principle and the principle of adjust measures to local conditions.
