For agricultural production, water resource is indispensable important resource.A sufficient number of water resource, is the basic condition to improve the level ofagricultural production and ensure food safety. Since1998, the total amount ofagricultural water began to fall. According to the statistics, the volume of nationalagricultural water in1997was419.9billion cubic meters, and it fell to406.8billioncubic meters in1998.In14years after decreasing, it came to only368.9billion cubicmeters by2011. The original agricultural water resource transfers intonon-agricultural water in various ways, to the urban and industrial areas. Water"non-agricultural" can meet the needs of the economic development and improve theeconomic value of water resource utilization.The vast majority of water resource"Non-agricultural" is forced by the government administrative means,and duringin the process appeared some phenomenons to reducie the efficiency, such as"rent-seeking" and "government failure".Based on the definition of water "non-agricultural", this paper put forward themarket-oriented operationof water resources "non-agricultural". On the one hand, byanalyzing the current situation of water resources "non-agricultural" in our country,this paper found the defects of water resources "non-agricultural" operated byadministration. On the other hand, by using the questionnaire and data model,thispaper analyses the requirement and compensation of the agricultural sector and"non-agricultural"water user, and the operation condition of market-orientedoperation for water resources "non-agricultural".By using the condition of value analysis and building the data model,this paperanalysed the condition of market-oriented operation, in order to put the marketmechanism in the water "non-agricultural"into practice and provide effective methodto improve the efficiency of water resource utilization.
