Currently, the rapid urbanization in China not only worsens the ecological environment around cities constantly, but also brings a lot of issues for the inequitable distribution of land incremental value caused by forced land acquisition. In this context, this dissertation explores the ways to calculate and allocate the ecological value compensation during acquisition of agricultural land from the perspective of ecological value of agricultural land and value compensation. Main innovation of this dissertation is providing a better solution to allocate the land incremental value by combining advantages of different measuring approaches.Peasants, as agricultural land users, are the producer and protector of ecological value of agricultural land. Collective economy of village is the owner of agricultural land. Government has input a lot of financial and human resource to protect the ecological value of agricultural land. Therefore, these three groups of people should be compensated in the process of acquisition of agricultural land. At present, the compensation for acquisition of land in China only consists of part of the lost economic and social value of peasants, and the ecological value generated by peasants has been ignored. Hence, compensation of ecological value during the process of land acquisition not only protects the lawful rights of peasants, but also is a legal and reasonable way to increase the peasants’ proportion of land incremental value in distribution.The study area of this dissertation is Xiaoshan District of Hangzhou. Statistical data and survey data is used to evaluate the value of ecosystem services of agricultural land in Xiaoshan District by assessment of ecosystem service value and contingent valuation method. The results show that:the ecological value of agricultural land in Xiaoshan District of is $49638.32/ha (315,564.63 yuan/ha) by using the assessment of ecosystem service value, while is $2039.46/ha (12,965.4 yuan/ha) by using the contingent valuation method.The further analysis on samples of contingent valuation method shows that ages of respondents are negatively correlated with their ecological cognition level, education levels of respondents are positively correlated with their ecological cognition level and ecological cognition level of respondents are positively correlated with the degree of potential effect of agricultural land conversion. Respondents’willingness to pay are mainly impacted by four variables including respondents’level of education, household income, level of ecological awareness and the influencing degree of conversion of agricultural land they believe. The amount respondents are willing to pay is mainly influenced by their household income.The results of the two methods differ much from each other, which indicate the public awareness on ecological environment need to be enhanced. According to land development rights theory and the theory of factors of production, compensation for the ecological value of different ecological value of each object deserved can be obtained. The Government should be compensated for the ecological reconstruction of $17617.6/ha (112,000 yuan/ha). Collective ownership of agricultural land should be obtained a part of ecological value as $9606.22/ha (61,069.39 yuan/ha). Peasants enjoy the rest ecological value of land ownership and should obtain the gains from the right to use, totally $24453.96/ha (155,460.64 yuan/ha). Three proportions allocated are 34.09%,18.59% and 47.32%.
