From the policy measures and practice of new rural construction,the new rural construction is essentially benefiting the livelihood of thepeople. On January26thto28th, the general secretary XiJinping hasinvestigated in the Inner Mongolia and had an important speech, he said, onpeople’s livelihood issues “to focus on ensuring and improving people’slivelihood and strive to better life for farmers and herdsmen, to completethe foundation work of the people livelihood, let the people of all ethicalgroups share the reform developments achievement. With the constructionof socialist new countryside and new pastoral area of inner Mongolia, thisimportant speech has pointed the new direction. Ke You Zong Qi as anational and pastoral area, how well does the benefit people’s livelihood ofthe new rural construction? How to benefit people’s livelihood on the newrural construction? It is the task to be solved urgently for us. The solving ofthis task will have certain reference significance for Inner Mongolia orother ethnic minority areas.In this paper, combined with the actual division of Ke You Zhong Qi,and on the basis of relevant research results at home and abroad, bybuilding the index system of the people’s livelihood on the new socialistcountryside construction, by using the method of fuzzy comprehensiveevaluation to the new socialist countryside construction of Ke You ZhongQi, the author has made a comprehensive evaluation for the benefit to thepeople’s livelihood, and analyze the difficulties of the new rural construction benefit the livelihood of people and their causes, and to putforward the specific countermeasures of improving the level of benefit tothe livelihood of people.This paper is divided into five chapters, the first chapter is theintroduction part, including the background of the paper’s selected topicand significance, the related research both at home and abroad, the theoryand practice of the new rural construction, the thesis research methods andresearch framework, and the innovation of the paper and the insufficiency.The second part is about the building of the index system and theevaluation method choice of the people’s livelihood on the new ruralconstruction, on the basic of reference to the domestic related research, toput forward the significance, principle, and index selection for the indexsystem of the benefit the people’s livelihood to construct the new rural., tomake sure the new rural construction benefit evaluation methods of thepeople’s livelihood. The third part is about the comparative analysis of thepeople’s livelihood to construct the new rural construction in Ke YouZhong Qi, and using the new rural construction index system of benefitpeople’s livelihood,as the lengthwise and crosswise angle to analyze thepresent situation of KeYou Zhong Qi, and using the AHP analysis methodto evaluate the new rural construction benefit conditions of the people’slivelihood in Ke You Zhong Qi.
