The Empirical Research On Performance Of Fiscal Expenditure Of People’s Livelifood In Shanxi Province Around The Cities Based On DEA Method

The livelihood issues have been widely concerned by all sectors of society, since from the Report of the 17 th National Congress of CPC proposed “livelihood” for the first time officially. The Fifth Plenum of the 18 th Central Committee proposed that during the period of “the 13 th Five-year plan”, it is necessary to safety basic livelihood and realize the common objective of the struggle for the whole people to step into a well-off society in an all-round way. Finance is an important means for the government to realize functions. However, with the rapid reduction of economic growth speed in China, slow growth of financial incomes becomes a “new normal state”. It is necessary for us to translate the center of gross into paying attention to structure and performance and attaching importance to reasonability of financial expenditure structure and performance. The study plans the important significance on optimizing structure of livelihood financial expenditure, strengthening supervision and improving performance.The paper mainly applies an empirical analysis method to study improvement of livelihood financial expenditure performance in Shanxi Province. First of all, the paper studies existing domestic and overseas literatures about livelihood financial expenditure performance. By virtue of their experience, shortcomings can be found from them. Afterwards, through field research, the paper studies livelihood financial expenditure performance evaluation status, achievements and shortcomings in Shanxi Province, finds out some problems, such as imperfect performance evaluation system, unscientific methods and imperfect legal system, and so on. Then in the empirical study, the paper firstly adopts the DEA-BCC model to calculate static livelihood financial expenditure efficiency in Shanxi Province from 2007 to 2014, analyzes and contrasts technical efficiency, pure technical efficiency, scale efficiency and returns to scale of livelihood financial expenditures in various regions, and finds that various regions in Shanxi Province have livelihood financial expenditure efficiency losses for different reasons. Next, the paper apples DEA-Malmquist index method, regards three livelihood fields of education, medical health, social insurance and employment as the research objects, calculates dynamic efficiency of livelihood financial expenditures(total factor productivity), further resolves total factor productivity to provide dynamic change level of livelihood financial expenditure efficiency, explains reasons for changes of efficiency, ranks the total factor productivity of livelihood financial expenditures in various regions, further deepens performance evaluation, finds that efficiency between various regions and all kinds of fields is imbalance through dynamic efficient analysis, and finds out efficiency weakness of livelihood financial expenditures in various regions.Ultimately, aiming at problems and empirical results, the paper proposes some countermeasures on improving livelihood financial expenditure performance acting according to circumstances, giving consideration to economic construction and livelihood financial construction development, optimizing supply main body structure of public goods, perfecting legal safeguard and supervision mechanism, and establishing a perfect livelihood financial expenditure performance evaluations system, etc.
