Sihui sand sugar orange cultivation history can be traced back to the1950s, the area of micro-phase micro production-micro benefits, small small area-production-stage, in the area of production-in-phase and high area-production-high benefit stage four stages of development. Now sugar orange sihui sand lake brand has been registered as a tea sugar orange, become the domestic famous brand of agricultural products, the cultivation area accounts for95%of sihui sand sugar orange planting area,30000mu. But sihui sand sugar orange industry has long been a lack of unified planning, until the sihui "twelfth five-year plan for national economic and social development"(hereinafter referred to as the "twelfth five-year" plan) for later, just to sihui sand sugar orange industry pointed out the development direction. Taking sihui "twelfth five-year" plan for the development goals, development analysis, find out the problems existing in the current industry development, through the analysis of the development strategy, sihui sand sugar orange industry development strategy and the implementation of the corresponding countermeasures, provide support to sihui sand sugar orange industry development.The results of the study are as follows:(1) by investigating a large amount of historical data, understand the sihui sand sugar orange cultivation process, and through the sihui sand sugar orange enterprises and farmers, the sand sugar sugar orange orange growers association and other domestic sand area survey, understand the sihui sand sugar orange industry actuality of each link, finally, through the "twelfth five-year" period sihui sand sugar orange industry positioning, analysis the sihui the trend of the development of the "twelfth five-year" period.(2) the main problems of sihui development sand sugar orange industry as follows:the cultivation mode of product quality can not fully meet the market demand, a single poor infrastructure, industrial development consciousness is not strong, individual farmers planting small scale, the sand sugar orange and service enterprise development lags behind, the insufficient financial support to the development of sand sugar orange industry at home and abroad, the sand sugar orange industry market competition pressure, lack of industry policy support, industry development tending to assimilation and service level of science and technology remains to be improved.(3) according to SWOT analysis, confirmed the sihui sand sugar orange industry should implement the strategy of "reverse sex", put forward building-vision, hearing, touch, smell, taste,"five one" full experience of industrial strategy development goals.(4) in order to implement the strategy of "five one" development goals,10development countermeasures:establishing sand sugar orange belt development combined driving mechanism, establish a modern management model, sugar orange with demonstrative project of science and technology to support the sand belt construction and development, establish a diversified investment and financing mechanism, and establish guarantee mechanism sand sugar orange belt policy, establish farmers to participate in industrialized management mechanism, establishing sand sugar orange quality guarantee mechanism, establishing science and technology education training service system, set up the mechanism of encouraging support leading enterprises and actively build sand sugar orange network informationization.
