Research On Operational Mode Of Jinan Free Trade Logistics Zone

With Chinese export-oriented economy gradually shift to inland, the constructionof free trade logistics zone has also developed from the coast to inland areas day byday. Currently, China is in the situation of demand structure that external demand isconstrained and domestic demand is sluggish, so it’s urgent to build inland city freetrade logistics zones for driving inland areas to expand export. As an importantlogistics hub in control of the process of regional transportation economicdevelopment, Jinan Free Trade Logistics Zone greatly enhances the opening degree ofJinan, will effectively promote export-oriented economic development in central andwestern regions of Shandong, and will become the new fulcrum that leverages theentire economic circle of the capital cities. At the same time as the capital ofShandong Province and the center of east and west of the province’s economicdevelopment, Jinan will play an important role in undertaking the transfer ofindustries in Japan and South Korea and industries in Yantai, Qingdao, Weihai toMidwest in the situation that Shandong Peninsula became CJK FTA demonstrationarea. Therefore, strengthening the study of inland free trade logistics zones is suitablefor current conditions, and taking the unique operating mode of Jinan Free TradeLogistics Zone as an example has an important reference for development of otherinland free trade logistics zones.But comparing with the coastal region, Jinan Free Trade Logistics Zone is still inthe start-up period, and the development is still relatively slow compared with thecoastal urban. It shows the characteristics of significant land investment, andindustrial integration and innovation capacity is not yet mature. The enterprises in thezone lacks of leading function and the scale is smaller compared with other parks,products’ added-value is low, and there are still many problems in terms of operatingmode, related policies, parks benefits and ability of radiation and drive. Therefore, it’snecessary to design an operating mode which is suitable for Jinan Free TradeLogistics Zone and has referential significance for other domestic logistics parks assoon as possible. This paper uses the linear dynamic system layout design method to design andoptimize the functional zoning layout mode of Jinan Free Trade Logistics Zone, filtersdifferent types of enterprises to enter the zone by analyzing the statistics of Jinan threemajor industries and logistics from Jinan Statistical Yearbook, uses AHP method todesign cultivation, selection and elimination mode for enterprises in Jinan Free TradeLogistics Zone, designs its unique profit mode according to the costs and benefits ofJinan Free Trade Logistics Zone in recent years, summarizes the unique operatingmode suitable for Jinan Free Trade Logistics Zone based on functional zoning layoutmode, selection mode of enterprises in the park, stage-profit mode as well asmanagement mode of domestic and foreignal parks, and ultimately presents theresearch prospects that the bonded industry and the surrounding industries jointdevelop to promote and enhance Jinan metropolitan development. Design throughoutthe zone adheres to the supply chain value theory and the concept of the ecologicalcycle, focuses on the development of bonded business, truly achieves sustainabledevelopment, not only provides some material for the public and businesses tounderstand Jinan Free Trade Logistics Zone, has an important practical significance ininland cities free trade logistics parks to improve internal layout, but also provides theappropriate advice to government decision-making.
