The market-guide price of land granting was first proposed in China as a brand-newconcept. It sets a reasonable lower limit of the land transferring price of thestate-owned land, for the local government when transferring the land. Determine themarket-guide price of land granting became even more important after the StateCouncil handed down the power to approve and manage to government departmentsat lower levels. It is essential to develop a comprehensive supervision system of landprice, which aims at guarantying the stability of the existing land price system, thesmooth development of the land market and the implementation of the regulatoryresponsibility. It is also a significant step to prevent the vicious land competition, toprotect the state-owned land revenue, and to regulate the land granting process forlocal governments. Based on the very current situation of China’s land market management, and therelated research at home and abroad, this thesis conducted an empirical study on thedetermination of market-guide land granting price, taking Ningbo City as its example.First of all, this article discussed the significance of determine the market-guide priceof land granting and the meaning of market-guide land granting price. Then, itelaborated on the principles and aspects of determine the market-guide land grantingprice and put forward the technical route of the price determination. The criticalelements affecting the determine process was further investigated and specialized inthis part, and followed by the promotion of the method to determine the market-guideland granting price. Major conclusions of this paper are as follows:(1)By its concept, the market-guide price of land granting is defined as areasonable lower limit of the market’s land price for transferring a land with a specificusage and in a specific region, during a benchmarked timing. But it should also bedefined with selection of valuation date, type of land use, floor area ratio, time limitsof land granting, and the exploitation degree of land. (2)The overall technical route of the determination of the market-guide landgranting price is combining the city planning with the land use status, to determinehomogeneous region and to sort different floor area ratio and different type of landusage, and finally evaluate the reasonable lower limit of the land granting price forlands in different regions and lands with different usage, on the basis of thetransaction data of sample land in the land granting market.(3)The key factors affecting the determination of the market-guide land grantingprice are district division, standardized sample land price, benchmark floor area ratio,floor area ratio modification coefficient and usage modification coefficient.(4)The floor area ratio modification coefficient is the major index of thecalculation of the market-guide land granting price. It’s proper that the floor area ratiomodification coefficient be determined on the basis of the land granting prices ofsample lands under different floor area ratio, adopting data fitting method andintegrated comparative method. Meanwhile, the floor area ratio modificationcoefficient should be distinguished between different use of land and different regionof land.(5)The usage modification coefficient is mainly used when there is fewersamples can be referred to, in determining the market-guide land granting price. It canbe determined with the method of statistic comparison, and based on the land pricesof samples which are of same level, different usage, and transferred in the sameperiod.(6)The main method of calculating the market-guide land granting price aremean method of the standardized sample land prices, regionally comparative method,and usage modification method. Method of expert consultation is a supplementarythat will optimize and finalize the calculating results.The market-guide land grantingprice of a specific plot should be determined by the referential price of section it lays,and also the regional modification coefficient, trading time modification coefficientand floor area ratio modification coefficient. The formula is as follows: Referential land granting price of a plot=regional referential land granting price*regional modification coefficient*trading time modification coefficient*floor area ratio modification coefficient (7)The market-guide land granting prices can be applied in the transfer of theright of use state-owned land, and will improve the integrate management of the landmarket, optimize the allocation the land resources and protect the land resources.
