Study On Marine Fishery Sustainable Development Mechanism Of Guangdong

Guangdong province lies on the South sea of China, possessing419,300squarekilometers sea area and its offshore areas abound in marine fishery resources. Marinefishery and related industries occupy an important position in the development of nationaleconomy, its development is very important for the promotion of economic growth and forthe improvement of people’s living standards. Guangdong marine fishery industry has along history, since the reform and opening up, under the government policies and marketeconomy`s mobilization, on the basis of drawing on the experience of advanced countries,Guangdong marine fishery industry, either fishing or aquaculture, processing industry havean significant development, mechanization and industrialization have been deepening, andnow modern marine fishery system is basically formed. However, we can not overlook thefact that the entire development process still follows the traditional land-based economicdevelopment model, emphasizing output but contempting quality, emphasizing exploitationbut contempting protection. With the development of marine fishery industry, thecontradictions begin to expose, such as overfishing leads to the depletion of some fishspecies, environmental pollution and disordered farming resulting marine ecosystemimbalance, the degree of fish processing technological content is very low, plus poormanagement and poor governance, these problems become a serious impediment to thesustainable development of Guangdong marine fishery industry.From the perspective of mechanism, the thesis fuses ecological system theory,externality theory, sustainable development theory and mechanism design theory, exploringthe path to achieve the sustainable development of Guangdong marine fishery industry.According mechanism meaning, the development and change of everything involves manyfactors. The emergence of a problem is the result of the combined effects of many factors.Achieving the goal of sustainable development can not only focus on technical view-ment,these factors such as government, fishing associations, fishermen, consumers and even themarket system are also important. Basing on the theory of mechanism design, the paperlooks into the fundamental causes of marine fishery sustainable development, gives a briefdescription of the relations among the elements, establishes the institutional frameworkamong the elements, and makes the system run smoothly in a designed model, to bring intofull play of the economic and ecological function of marine fishery resources. Guangdongmarine fishery sustainable development mechanism contains operating mechanism, incentive mechanism, feedback mechanisms, regulatory mechanisms, monitoringmechanisms and regional coordination mechanisms. These mechanisms not only operateindependently of each other, but also jointly promote sustainable development of marinefisheries. Finally, the paper puts forward three specific safeguards from the macro(government), meso (associations), micro (fishermen and businesses).
