In recent years,the economic development of China has entered a new normal and the state has adhered to the tone of work for steady progress.It has further pushed forward supply-side reform,readjusted the industrial structure and improved the quality and efficiency of economic development.In this context,the electric power construction market has entered a new phase.With the improvement of the marketization level of the electric construction industry,the monopoly barriers of the state-owned electric construction enterprises are gradually being broken down and the competition among the state-owned electric construction enterprises is also gradually intensified.In the current fierce market competition,many power construction companies increase the probability of successful bids by driving down bid prices.The universality of this situation will inevitably depress the profits made by power construction companies.At the same time,due to the short marketization period of China's electric power construction industry,the inertia of business operations,and the backwardness of business leaders' management concepts,there are widespread problems in China's electric power construction industry,such as the lack of attention to cost management and extensive management,which has an unhealthy development with low profits and high costs in China's electric power construction industry.In order to avoid the loopholes in the traditional cost management system,it is necessary to introduce the detailed forecasting method,the objective cost management method and the earned value method in the project cost management.The objective cost management method can plan the project cost under the circumstances that the target profit of the electric construction project can be gained.And the earned value method can make up for the defect that the cost and duration are not considered in the traditional cost management.The combination of the two can optimize the construction level,reduce the construction cost,and promote the long-term and healthy development of the power construction industry,leadingto refined cost management.At the beginning of this thesis,the current situation of domestic electric power construction market is introduced,and the necessity of optimizing the cost management level of electric power construction project under the market competition is expounded.Then,we define the theoretical concepts of construction project cost management,objective cost management and earned value management.After the above theoretical explanation is completed,on this basis,the construction of the objective cost management model with the introduction of the earned value method is proposed,and the feasibility of the method is analyzed.Next,we began to study the ND project under the S Electric Power Construction Company as a case study.Through the analysis of the current status of the ND project cost management,we identified the prominent problems in the cost management process,and introduced the objective cost management mode of the earned value method for specific problems.Through the comparison of the actual data of the cable engineering-cable connection engineering of the No.3 and No.4 generating units in the ND project contract,the practical effects of the cost management process added with the objective cost management method and the earned value method is verified.In the end,the thesis concludes the conclusion of the cost management method of ND project of S Electric Power Construction Company.The introduction of the objective cost management system of the earned value method can be combined with the construction schedule and cost to control the cost,so that the cost dynamic information can be grasped in the cost management work,and the timely response and processing can be provided for the problems found,and the reference of construction in next stage can be provided,and reasonable adjustments to the construction plan can be made,achieving the cost management and supervision of the entire construction project.In short,the introduction method is an innovation and reform to optimize its own cost management system for electric construction enterprises.S company has a more positive reference for the development of cost management in other electric construction enterprises.
