Since2002, with the national electricity system reform, separation of generation, electricpower construction market is gradually breaking the monopoly, by policy, economic, marketing,and many other factors, coupled with their own management which has many historical issues,the burden is too heavy, electrical construction business has become difficult.M Power Engineering Company was formerly at Langfang power company equipmentmaintenance, basic strength, reserve personnel also very rich. The company has been the maingrid Langfang services, business type is mainly concentrated in the installation and maintenance.However, due to set up time is not long, the whole substation projects relative lack of experience,and has been engaged in projects related to the overall control of the company there is a gap,especially for cost control has to be raised, the lack of strict reasonable cost control system.In this paper, Company M as the research object, through in-depth research project costmanagement works at home and abroad as well as the latest industry policies and systems, usinginductive method, comparative analysis and literature review on China’s current constructionproject cost management problems for countermeasures. Through analysis, the results of M costmanagement in the enterprise, there are many problems and difficulties.In such cases, the authors combine literature, design a construction project costmanagement system, through comprehensive control costs, a reasonable allocation of humanresources unit and project manager responsibility and other cost control measures, designed tohelp companies meet the quality of the project, the ability to control costs as much as possible,the use of scientific methods of management co-ordination to achieve profits, enhance the corecompetitiveness. Finally, M’s new substation project as an example, to verify the costmanagement system meaning of existence, in practice, a number of problems encountered in theprocess, has been amended. By this argument, the final conclusion: Project Cost Managementin the position of power enterprises increasingly important, more and more companies began tofocus on cost management, this paper designed for cost management system needs furtherverification and improvement I hope to needy companies provide a reference.
