Research On Risk Early-warning Methods Of Power Grid Construction Multi-Project

Power grid construction projects have important effects on the development of national economy and people’s daily life. The existence of multi-project has greatly increased the complexity and uncertainty of power grid construction projects and brought some challenges to the work of owners, construction enterprises, supervision units, design institutes and other stakeholders. In order to take active risk prevention measures and achieve the goals of projects smoothly, it is increasingly necessary and important to study the power grid construction multi-project risk early-warning methods.Based on the the propose of power grid construction multi-project risk early-warning related concepts and research framework, this paper discussed the power grid construction multi-project risk early-warning methods from the aspects of risk identification, risk assessment and risk response. Firstly, the common project risk classifications and risk identification procedures were analysized, and the WBS-RBS method and the method based on complex scientific management systems thought were applied in the power grid construction multi-project risk identification. Considering the particularity of multi-project management and power grid construction project, a power grid construction multi-project risk-early warning index system was constructed. Then the expert weight determination method based on the stakeholder perspective, the index comprehensive empowerment method based on ordered binary comparison sort method and entropy value method and the comprehensive evaluation method based on similarity dynamic adjustment was applied to solve the problem of multi-project risk assessment. Finally, the four common risk coping methods were discribed, and the power grid construction project risk response method base on DSS was propoed.
