With the gradual implementation of the development and utilization of natural gas projects as well as the introduction of advanced gas turbine manufacturing technology, there is more and more advantage to build the large-scale gas-steam combined cycle power plant in our country. Building a large gas-steam combined cycle cogeneration power plant around the Beijing zones, creating the surrounding areas of Beijing with four large"power center", which not only provide high quality hot steam to the surrounding enterprises but also can ease the tension the electricity and heating caused by the rapid development of the capital of Beijing in recent years. Gas-steam combined cycle power plant which use natural gas as the fuel have special advantage in protect the environment, reduce air pollution, improve the energy structure and power peaking, as well as help to realize the sustainable development of the local economy, but also can ensure the security and stability of Beijing as the national capital.This paper focuses on the study of Huaneng Beijing phase two "cogeneration" thermal power plant project, using the fuzzy hierarchy analysis on the phase two project gas-steam combined cycle power plant, illustrate by facts of the phase two project construction feasibility and necessity. This paper contains five parts.The first part analyzed the necessity of the two phase project construction of Huaneng Beijing thermal power plant and illuminated a research framework. The second part introduced the comprehensive evaluation theories and methods, and determined the evaluation method. The third part analyses the feasibility of the project market damand, mainly includes two aspects of heat load damand and power damand. The fourth part constructed the two stage gas power generation project of Huaneng Beijing thermal power plant comprehensive evaluation index system, and used the FAHP method to comprehensive evaluation project from four aspects of the engineering design, environmental protection, economic benefits and sustainability index. The fifth part summarized the research content and put forward some proposals and countermeasures for the existing problems.
