As a collective enterprises sponsored by the department of electric power supply company, LongYu Group manage the enterprise like other power enterprise according to the traditional planning mode, which the business mode and business ideas is relatively simple. With the proposing of power companies’ separation of major, the network construction project bidding protectection policy of the network and province company is gradually abolished at the same time. With the emergence of a large number of strong private power transmission and transformation construction enterprise, LongYu Group fall into a passive position in production and operation, and the importance in improving the level of enterprise cost management is particularly prominent.Based on the basic concepts, composition, principle, method, and procedure of the engineering project cost control, by adopting the combination of theoretical and empirical analysis research methods, the paper points out the generally existing problems and deficiencies of project cost control in China’s electric construction enterprises. Then combined with110KV Doujin project cost control of LongYu Group, the paper analyzes the characteristics of LongYu Group’s project, cost control and the problems in the aspect of eletric project cost control. The target cost management method and the use of responsibility cost management method were proved the effective method to reduce the cost expenses of project. And then the cost control advice was put forward from the institutions and the measures. This paper introduces the target cost and responsibility cost management, and make a system management or electric pover construction project cost from the determination, plan, control, accounting, analysis and evaluation system of target cost, which can guide the specific power engineering cost control work, and enhance the overall core competition ability of the electric power construction enterprises.
