Research On Environmental Turbulence Evaluation And Development Countermeasure Of Wind Power Industry Chain In Hebei Province

With the depletion of the global fossil fuel and deterioration of environmental problems, low-carbon economy has become the theme of development all over the world. Since2006, when "Renewable Energy Law of the People’s Republic of China" was promulgated and implemented, renewable energy industry has achieved great achievement, especially wind power industry, which is gradually shifting to alternative energy from supplementary energy. Hebei Province is not only rich in wind resources, but also the wind power equipment manufacturing technology is advanced at home. And the wind power market is broad, the cumulative installed capacity and interconnection capacity has been at the forefront of the country.However, the development of wind power industry in Hebei Province is not steady. In recent years, with the capacity grows, problems that have effect on the development of wind power industry chain is gradually emerging. The environment of industry chain presents disturbed properties obviously, seriously hindering the steady and sound development of wind power industry in Hebei province. Therefore, this article starts from building the structural model of wind power industry chain, then analyzes development situation and problems of industry chain. Based on the method of document research and interviewing, environment turbulence factors are identified. Combining with division measurement dimensions, a measurement index system of wind power industry chain is establishing. Using the method of questionnaire, the environment turbulence of wind power industry chain is measured, according to score criteria, then the results are analyzed and evaluated on the basis of division measurement dimensions. At last, in the light of the findings, it puts forward strategies which to implement the integration of industry chain based on industrial clusters. Measures and suggestions like improving laws and regulations, strengthening the building of enterprises of core layer and establishing and improving the industry service system are proposed to promote the stable development of wind power industry chain in Hebei province.
