As a renewable energy, wind power gets policy support and has become an important content of the development strategy of China’s new energy industry because of its abundant resources, mature technology, low cost of commercial and large-scale development potential. Especially, since the formally implementing of China’s "renewable energy law" in 2006, the construction of wind power has entered a rapid development stage. At present, China’s wind power installed capacity has ranked first in the world, and the wind power industry chain (WPIC) which involves R&D design, raw material supply, wind power spare parts manufacturing, wind power equipment manufacturing, development construction and operation of wind power plant, wind power grid access and related service industry has initially formed. WPIC is affected by the influence of policies, laws and other factors, and it has high uncertainty of internal and external environment, fast dynamic changes, complex interactive relationship which brings lots of problems to the stable development and puts forward higher requirements of its flexibility as well. In the complex dynamic environment, in order to achieve sustainable development, wind power industry must improve it’s flexibility and ability of adapting to deal with the environment change timely and effectively.Therefore, this paper explored the problem of WPIC’s flexibility and environmental turbulence and established their measurement index system respectively; introduced the concept of coupling degree and coupling coordination degree to construct the matching model, proposed the matching degree measure method based on efficacy coefficient and the classification standard and state analysis table of WPIC’s flexibility and environmental turbulence coupling degree and coupling coordination degree; verified the matching model through the empirical analysis, then judged and located the matching level of WPIC’s flexibility and environmental turbulence according to the matching results; finally analyzed the shortage of WPIC’s flexible, and then put forward the countermeasures and suggestions to enhance China’s WPIC’s flexibility. This paper provided not only a new evaluation method and analysis tool for the matching study of WPIC’s flexibility and environmental turbulence, but also a new theoretical perspective for the sustainable development and the WPIC’s optimization and upgrading.
