Electrictricity power becomes more and more important with the rapid growth of economy. Coal fired power is the main power supply. Power industry causes significant environment problems while supporting the economy developing rapidly. So, electricity-environment system programming is very importment. However, the electricity-environment system is highly uncertain and complex. A two stage power system programming model is developed considering the stochasticdemand of regional power system and different scenarios of pollution charges and applied in a simulation case to analyse. The strategy of adjusting the regional electric power structure and emission reduction of pollutants and CO2under different scenarios is analyzed.A grey forecasting model is developed to forecast the electric power demand of Henan province. A chance constrained interval stochastic electric power system programming model is developed consideringthe characteristic of electricity-environment system in Henan province.The model was applied to optimize theelectricity-environment system of Henan province under different mitigation of pollutants and CO2, and generated optimized schemes of power generation and capacity expansion under environment requirements. It can be concluded that the models developed in this study can handle the uncertainty of regional electric power-environmentsystem. The reults obtained by the models can support reference for the decision maker to formulate strategy decision of regional electricity-environment system.
