At present, with the rapid development of economy, the contradiction between energy production and consumptiong、the contradiction between environment and energy are becoming increasingly prominent, then recycle energy and sustainable development of economic have been the focus of many countries. As a kind of recycle energy, solar energy can reduce environment pollution, it will have a bright future, developing solar photovoltaic generation has been regarded as the important part of energy strategy. The photovoltaic power generation have achieve much progress, however, the industry are still in growth stage and premature. Therefore, high investment risk along with the its bright future, on the other hand, the photovoltaic power generation project still lacks a set of scientific evaluation and decision-making mechanism, blind investment decisions could easily lead to inadequate investment or production redundancy, this has become an important factor restricting the development of photovoltaic industry. Thus, from the theoretical standpoint studying the characters and influence factors of photovoltaic power generation, analyzing the investment structure, operating costs, economy-social benefit of project and the possible risk factors of project, then proposing the scientific evaluation and decision-making mechanism, which is very important.Depending on basic principles of PV power station, analyzed the effect factors of PV power investment efficiency from the perspective of technology, environment and government policy. Further, based on the detailed analysis of characters and components of PV power total investment and operating costs, researched the calculated method of the pv power generation project investment、 operating costs and power generation revenue, build the the investment efficiency evaluation system of PV power project from financial benefits、energy conservation benefits and social benefits, using AHP to assure the each index weight. Linzhou PV power station project was regarded as an example, this paper take a detailed estimation on project investment, operating costs and electricity, then evaluated on direct economic benefits through calculating net worth, payback period and internal revenue and other financial indexs, and evaluated on indirect benefits of Linzhou PV power station project from energy conservation and social benefits.At last, this paper combined with the practical condition of PV power station during development, analyzed the risk factors of PV power station from policy, project building, operating and macro-enviroment, adjust the factor analysis, identify the key risk factors of project, analyse the effect of each factors played on project economic efficiency, providing guidance for risk management and controling of PV power station further building.The evaluation system of photovoltaic power generation investment efficiency proposed by this paper, providing reference value for other similar projects.
