These years saw the booming of urban rail transit which can be vividly describedas “Metro mania”. And “Metro” suddenly becomes a hot topic. It implies that the publiccast a lot of attention on the using of public fund. While performance audit is a goodchoice to meet the public’s need.When performance audit object is selected, a clear standards system ofperformance is required.Given that there is much literature studying on government performance audit incomparative perspective, the role of government performance audit, performance auditmodel and functionality. However directly study on the standards of performance audittowards metro project is even rare. So this paper chose metro industry as the researchobject, explore the establishment of standards for performance auditing issues.By looking through the related literature, performance audit has already beenwidely recognized in Western countries and adopted as a routine audit approach.However it has not become the common choice in the audit of city public utility, letalone the city metro system. Based on the issue that performance audit on China’s urbanpublic transit is less developed, this paper carried out the following studies:1. This paper chose an overlooking visual angle, instead of normal one that justtake the audit institute as the start point or foothold, study both participates’ action in theperformance audit gaming under the external constraints framework such as audit costs,audit risk, public oversight and other external constraints. And then try to find out thesystematic reason that holds back the development of performance audit in the citymetro area.2. By collecting, sorting, filtering, and analyzing the main data related to metrooperating in15cities nationwide, then the conclusion comes out that China’s subwayoperating mode can divided into three categories and based on which a further study ofperformance audit status on six representative cities’ metro project is conducted.3. By looking into the issue that the development of performance audit on urbanpublic transit area is slow, the conclusion comes out that a comprehensive andoperational performance audit standards is urgently needed.Through these studies, a series of performance audit standards come out. They not only cover financial and non-financial indicators, but also contain such indicators aseconomy, efficiency, effect and environmental protection. The paper finally proposedsome advice as below:1. To speed up the establishment and improvement of the urban rail transportationperformance auditing standards.2. Establish the mechanism under which performance audit standards can beupdated continuously.In this paper, the possible innovation points:1. Based on gaming theory, this paper chose a dynamic view on the development ofurban rail transit performance audit.3. According that theory comes from practice and higher than practice, the paperfinally selected some key indicators to evaluate the performance.Restricted by subjective and objective aspects, this article also some deficiencies,needs further study. First of all, rail transportation performance audit has strongcomprehensive and focusing, lack of practical experience, the writer is difficult toanalyze every problem in an unique and accurate angle. Second, the establishment andoptimization of performance auditing standards require a lot of data, which is not soeasy to obtain.
