After the construction industry implements the "two layer separation", labor service team is mainly part of construction work. Labor service team has been the main carrier of construction enterprises in various projects to ensure safety, quality, limited time, and maintaining stability. Shougang Corporation, as a large-scale comprehensive construction company under Shougang Group, in recent years, there are many construction projects, appeared a series of labor service team problem, which affected the development of Group Construction Business. Mainly embodied in:labor service team resources shortage in many of Group construction projects; It is hard to recruit the labor team in some new development projects. The Group appeared "project, no team" situation; high technology construction work and "emergent, trouble, risky, important" task difficult to finish, showing lack of the core labor team; Labor service team loss, field work, group petition of demand unpaid salary events is increasing year by year, the labor service team has poor stability; workers in labor service team mainly comes from the countryside, cultural quality and technical skills is low due to the lack of systematic, professional training; Group company has many service enterprise companies, but low quality, affiliated and subcontracting phenomenon is common,"empty" is serious, labor service team is lack of control.Given the construction labor service team has become the main force of the construction work, in view of the situation of Group building services team, service team construction as the research object, based on the group with game theory, principal-agent theory as the theoretical basis, the methods of on-the-spot investigation, interview, game analysis, through expert discussion, around a group of labors and the number of levels, stability, quality of migrant workers as well as the quantity and quality of the labor service enterprises to carry on the full investigation and study and analysis of the cause of the system, summarized the Group currently main problems of labors, and puts forward the corresponding solution of every problem. Analysis of the labor service team shortage is based on the internal and external causes, the article states that the group should establish a long-term mechanism to attract workers; analysis of the core labor service team shortage is based on the simple labor model, this article states that the group should create composite employment mechanism of the core labor service team; analysis of the reason of poor stability of current labor service team is base on the principal-agent theory, this article states that the group should establish mechanism of service team interests linked with projects profits; analysis of the reason of the labor service team’s culture and technical skills is low is based on the perspective of economics, this article states that the group should establish effective mechanism educating workers; based on the game theory, the article analyze the reason of severe shell impact of the currently services enterprises, it states that the group should create new management mechanism with labor service team participated.In the study of group services team building, this paper is only a preliminary exploration. The practice needs to test and explore constantly, develop and improve the system and related measures in future, such as the input and output of building core services team, feasibility of create labor service team benefits scheme, labor service team optimal management scheme by owning its services business.
