With the gradual opening of telecommunications market, telecommunications construction company have experienced from a planned economy to market economy in the process., the competition of communication construction enterprises is increasing. In order to ensure the sound operation, the company has through a process of service from the previous traditional carriers to information and media industries. In the transition process, the mental state of employees, employee satisfaction, execution and building high-inspiring, high-performance project team will affect the company's core Competence.The paper is based on the research of two-factor theory, hierarchy of needs and other incentive theory. It is learning through domestic and international development trend and research status. It had investigated the successful experience of incentive system of demestic enterprises, by using the combination of theoretical analysis and case studies, qualitative and qualitative analysis. The paper had given a incentive system to improve construction enterprise project team. The paper used the study of the project of the Department of Company A (Equipment Engineering), using two-factor theory and the theory of demand, combined with business the specific circumstances of transitional period, to study the incentive system of the Department and to optimize the design.This article is divided into six parts on the two-factor theory and the hierarchy of needs theory in the application of engineering equipment, it has a detailed description. Firstly, the article used the problem-oriented analysis of communication during the construction enterprise business transformation in human resource management problems, specifically the new requirements in the transition teams.Partâ…¡is focus on the motivation theories. The research and comparative analysis are based on the Maslow's hierarchy of needs and Herzberg's two-factor theory. It proposed that to establish an effective incentive mechanism is critical task of the development of the communication construction company.The third part is on the basis of lots of investigations. Using the systems analysis methods, and analyzing company A's overall incentive system and the human condition of one organizational unit (equipment engineering), to identify the problems, target requirements and entry points of the transformation of the Department of Project Management.Fourth and fifth sections, using motivation factors and health factors of the two-factor theory, to establish a project team management system, which is set of pay, job dynamic management, performance management as the core, and implement capacity building and support of Enterprise Culture Construction of doing business. The paper explained from the dimensions of organizations and individuals and put it into practice;Partâ…¥analized and summarized the implementation effect of the incentive system. Made a sustained lift of the the continuing upgrade of the measures, it proposed to protect the management system to play an effective role on the two-factor theory-base.With the several aboved problems, with the systems analysis, incentive system is researched and designed more conducive to the development of communications construction enterprises. It also has provided some useful lessons and thinking for the telecommunications construction company's health, sustainable development.
