On summarizing the insufficient of the former research about the problem of inter-organizational trust, this paper analyzes the inter-organizational trust between engineering project team, and mainly studies the evolution process of the inter-organizational trust between each construction unit in an engineering project team.Based on the analysis of the inherent characteristics of engineering project and the team, in the article, the development of the inter-organizational trust relationship between project team is divided into two stages, which are the fast trust stage and the traditional trust stage. Meanwhile, the inter-organizational trust is divided into four forms, they are default, cognition, emotion and stable form. And there are seven factors could affect the establishment of the inter-organizational trust between the project team, and the factors are natural and social environment, project cycle, corporate reputation, professional ability, corporate culture and values, experience, and communication between enterprise. The inter-organizational trust between the project team has four main characteristics, which include periodic, temporary, instability and risk.On the premise of the bounded rationality of players in game, based on the relevant knowledge of game theory, this paper researches the establishment and development process between each construction unit in an engineering project team, and build two evolution game model under the condition of symmetric and asymmetric. And then, this paper analyzes the evolution path of inter-organizational trust and the stability under the two conditions. With the case of the domestic LX high-speed rail construction project, this paper also uses mathematical analysis software simulation analysis to confirm the relevant conclusions.Finally, this paper puts forward five strategic suggestions which could promote the establishment of inter-organizational trust relationship between project team, the first one is namely to strengthen the organizational culture propaganda, the second one is to enhance the various project participants identity of the organization’s mission and values; the third one is to establish perfect risk assessment system and risk early warning mechanism; the fourth one is integrating project resources to establish open, transparent information resource sharing platform; the last one is to establish a reasonable evaluation system for project participants, rewards and punishment distinct and sign long-term cooperation contract with reputation of enterprise to establish strategic cooperative partnership.
