For China’s socialist market economy, political and social life, modern financialindustry has the extraordinary significance. The state-owned banks has a decisive roleto the development of modern financial sector, its importance is self-evident. TheTenth National People’s Congress approved in the first meeting-the establishment ofthe China Banking Regulatory Commission ("CBRC"); Starting from2003, April28,official duties, shows that we are going farther on the road of the state-owned bankprudential supervision.In brief, the regulatory efficiency refers contains three aspects: first, theregulatory authority in exchange for the greatest possible economic and social benefitswith the least cost when they perform their duties; second, the bank by setting theinternal stability, efficiency, develop goals to test whether their high efficiency; third,whether social supervision of banks can promote the development of high efficiency.There are three evaluation criterion of the evaluation efficiency of state-ownedbanking: First, the supervising efficiency of regulators; Second, the internalsupervising efficiency of state-owned banks; Third, social regulatory efficiency.Supervision goal is to maintain normal financial order and promote economicdevelopment.China’s state banking supervision has gone through the stage from controllingsupervision to the prudential supervision; every financial reform did greatly improvethe efficiency of supervision. The existing problem of state-owned bankingsupervision efficiency was centralized in the presence of the inadequate of the internalcontrol mechanisms, insufficient of financial innovation, high rate of non-performingloans.But the inefficient of regulatory are just as follows: regulatory coordination is notenough, the rigid regulatory mechanisms, the over all regulators are not of highquality, regulatory tools and techniques should be improved, and regulatory legalsystem is not perfect. Due to the complexity of the financial environment, the externaloperating environment also interferes the efficiency of state-owned bank supervisionTaking the2005to2012for the study period, through the empirical factoranalysis: considering both the three objectives (development, efficiency and stability)and the two goals (efficiency and stability). If only considered the two objectives, in recent years, the domestic state-owned banks is gradually enhancing on the way ofefficiency of supervision. If you just considered the three objectives, in2008, theregulatory efficiency trends present a downward trend. This shows that China’sbanking supervision is always able to complete the two good goals (efficiency andstability). But various impacts such as the financial crisis, the supervising efficiencyof banks was greatly affected especially in the field of development, therefore, theywill noticed that very few years’ regulatory efficiency will decline when they take thethree objective into consideration.Therefore, only by taking the following measures, can we improve thesupervising efficiency of our domestic state-owned bank: established step by step andimplement a comprehensive regulatory; improving the laws and regulations ofbanking supervision and training of qualified supervisory staff; improving the bankingsupervising methods and techniques. State-owned banks should do as follows:accelerating the reform of the internal control of the banking system, standardizing thecorporate governance; accelerate financial innovation, and improve the informationdisclosure system; facilitating the formation of self-regulatory mechanisms betweeninterbank. In view of the social supervising environment, we should create a favorablemacroeconomic environment, establish and improve the credit system, strengthensocial supervision function.
