China has been a large agricultural country since ancient times. Although China’s grain output has increased ten years in a row, growth rates for yields are still relatively slow compared to other large agricultural countries. One reason is that as the climate changes, China’s cultivated land is obviously reducing, especially the loss of fertile soils and cultivated soils. Another reason is that as urbanization expands rapidly, more and more cropped land is converted into non-agricultural land. Today, the demand for grain in China is increasing from the public, grain processing and biomass energy. Therefore, food safety issues have become increasingly prominent. The level of a country’s food security is determined by the flow capacity of grain production and grain circulation. Grain circulation is more important than grain production, because the security of the grain circulation is important to ensure food security from its production to final consumption. In the current context of grain circulation, the researches of corn circulation and other food become more prominent. Inner Mongolia Autonomous Region is the main production areas of corn grain. Therefore, it is of great significance to study corn and other grain circulation security problem.The thesis firstly presents the purpose and meaning, the theory and possible innovations. Then the thesis analyzes the current situation of Inner Mongolia corn circulation through grain purchasing, grain reserves, grain transportation and grain sales, learns acquisitions, reserves, transportation and sale of mutual relations of grain corn in grain circulation, and analyzes the four main existing problem in Inner Mongolia corn circulation. Finally, analysis of Inner Mongolia Autonomous Region on the basis of corn circulation problems is made by drawing on existing circulation policies of other major grain producing areas, such as corn, which offers advice to establish and improve circulation system and policies of Inner Mongolia.
