Research On China’s Food Safety Supervision And Its Transformation Form The Perspective Of Non Traditional Security

Since the beginning of twenty-first Century, the impact of modernization and globalization has penetrated into every corner of human life. Globalization has brought convenience to people, on the other hand, in the economic integration, real-time information, cultural consciousness of the global scene, non national behavior of various multinational, non military force, body involved, have never met before, need all sorts of risk and crisis countries to jointly respond to become "normalization". A series of public crisis triggered tend to displaying different from armed conflict, non-traditional security threats in the form, In these non-traditional security threats, food security is one of the hot issues in recent years.Food is the basic material of human survival and development, in the three elements of food, safety is the primary standard of consumer food choices, that is often said that the "hunger breeds discontentment, food safety first". In recent years, food safety incidents continue to occur throughout the world, governments and consumers have given a hitherto unknown attention to food safety. But in China, food security situation is grim, food safety accidents occur frequently, often reported. Such as Clenbuterol event, plasticizer tainted food, sterilization cucumber, tainted steamed buns, sewer crayfish, leather gelatin and other event beyond count. And there is always regarded the public opinion and the people as the foundation of governance China, how to reflect and improve food safety supervision in China, how to reduce or even eliminate the food safety incidents, how to build a public food safety environment comfortable, is the problem we cannot avoid and must seriously.In this paper based on the perspective of non-traditional security, research food safety supervision and its transformation.To study the issue of food safety based on the identification, non traditional security threat assessment, sorting, shall, on the basis of this study proposed transition path of food safety supervision. In the era of globalization and informization, safe from "traditional" to "non conventional", food safety is "endogenous" non traditional security issues, both the "exogenous" and "multiple" characteristics of non traditional security issues, food safety and maintenance also need from "control" to "governance". Food safety supervision to human security and social security for the value dimension, need more international, national and social governance in action. Finally, through analysis of non traditional security theory of food safety, food safety supervision put forward the path of transformation.
